The Serious Crime Act 2015 introduced a new domestic abuse offence of coercive or controlling behaviour in intimate and familial relationships. The statutory guidance underpinning the offence is clear that financial abuse, such as controlling the victim\u2019s finances, is a type of behaviour that can form part of a purposeful pattern of behaviour over time to exert power, control or coercion over another person.<\/p>

In 2017-18 960 offences of coercive or controlling behaviour have been charged and reached a first hearing, more than three times the volume in the previous year. This shows that the offence is having an impact and sends a strong message that coercive or controlling behaviour will not be tolerated.<\/p>

On 21 January we published our landmark draft Domestic Abuse Bill and consultation response which will transform the cross-Government response to this devastating crime. The draft Bill includes provisions for a statutory definition of domestic abuse, including economic abuse. Replacing \u2018financial\u2019 with \u2018economic\u2019 acknowledges how broad this form of abuse is and how many aspects of a victim\u2019s life it can affect, such as limiting their access to fundamental resources such as money, food, transport, employment and housing. This will raise awareness of the issue of economic abuse and also enable frontline professionals and the criminal justice system to better understand, recognise and tackle it, so that victims can be supported to achieve the economic stability that they need.<\/p>

The draft Bill is underpinned by a comprehensive package of non-legislative action which we have set out in our consultation response, including a commitment to review the effectiveness of the coercive or controlling behaviour offence to ensure it is fit for purpose and that it adequately protects victims from abuse. In addition, we have committed to update the statutory guidance and CPS legal guidance on the offence to include economic abuse and provide guidance on how this form of abuse can manifest itself as part of a pattern of coercive control<\/p>

Decisions on the routine availability of medicines, such as Zoledronic acid, are made locally by clinical commissioning groups (CCGs). CCGs make funding decisions based on the needs of their population. Commissioning is about getting the best possible health outcomes for the local population and this involves assessing local needs to inform priorities and strategies.<\/p>

<\/p>

Under their terms of service, clinicians are allowed to prescribe any product which they consider to be a medicine necessary for the treatment of their patients under the National Health Service, subject to two provisos: firstly, that the product is not included in Schedules 1 or 2 to the NHS (General Medical Services Contracts)(Prescription of Drugs etc.) Regulations 2004 and secondly, that the clinician is prepared to justify any challenges to their prescribing by their local CCG.<\/p>

The Department is committed to delivering managed migration in a way that supports all claimants as they transition onto Universal Credit. Managed migration will begin with a lengthy and robust testing period, to ensure our processes are working well before we begin to migrate at scale.<\/p>

In the first year we will only managed migrate 10,000 people to ensure we are moving people as carefully and sensitively as possible. We recognise that providing high-quality and timely communications will be essential to ensure that all claimants are fully aware of their responsibilities under the managed migration process. We are working closely with a large and diverse number of stakeholders to co-design the managed migration process which includes considering how we can best communicate with and support claimants through the process, to ensure a smooth transition onto Universal Credit.<\/p>

As part of this testing phase, we will be trialling a variety of communication methods and will engage with claimants\u2019 representatives so we can be confident that the process will work for all claimants.<\/p>

The British Nationality Act 1981 (BNA 1981) already provides for biological fathers to be recognised as the father for nationality purposes where the mother is not married to another man and proof of paternity has been established.<\/p>

In cases where the mother is married to a man other than the biological father and that biological father is a British citizen or settled in the UK, a child can apply for registration as a British citizen under section 3(1) of the BNA 1981.<\/p>
