It is the Government’s utmost priority that vulnerable people and telecare users are protected throughout the Public Switched Telephone Network (PSTN) migration. In December 2023, the UK’s major Communication Providers agreed to sign a PSTN Charter, committing to improve protections for vulnerable customers. The Charter can be found here:

https://www.gov.uk/government/publications/public-switched-telephone-network-charter/public-switched-telephone-network-charter

As set out in the PSTN Charter, Communication Providers have agreed to conduct additional checks on customers who have already been forcibly migrated. This is with a view to ensuring that the customers do not have telecare devices that providers were unaware of, and if they do, to ensure that the correct support is provided to them.

The Government will be monitoring the Communication Providers’ adherence to the Charter through bilateral meetings and through asking the companies for written updates on their approach to the migration.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4647", "label" : {"_value" : "Biography information for Julia Lopez"} } , "answeringMemberConstituency" : {"_value" : "Hornchurch and Upminster"} , "answeringMemberPrinted" : {"_value" : "Julia Lopez"} , "dateOfAnswer" : {"_value" : "2024-04-22", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-04-22T09:07:00.06Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "216"} , "answeringDeptShortName" : {"_value" : "Science, Innovation and Technology"} , "answeringDeptSortName" : {"_value" : "Science, Innovation and Technology"} , "date" : {"_value" : "2024-04-17", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Voice over Internet Protocol: Telemedicine"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Science, Innovation and Technology, whether her Department is monitoring how many retrospective checks have been conducted on forcibly migrated households to investigate if they had telecare devices.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1446", "label" : {"_value" : "Biography information for Sir Chris Bryant"} } , "tablingMemberConstituency" : {"_value" : "Rhondda"} , "tablingMemberPrinted" : [{"_value" : "Sir Chris Bryant"} ], "uin" : "22261"} , {"_about" : "http://data.parliament.uk/resources/1679753", "AnsweringBody" : [{"_value" : "Department for Science, Innovation and Technology"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1679753/answer", "answerText" : {"_value" : "

The Government expects the telecoms industry to ensure that all consumers, particularly the most vulnerable including telecare users, are protected and prepared for the upgrade of the Public Switched Telephone Network (PSTN). DSIT receives regular updates from telecoms providers about the progress of their migration and any emerging challenges they face, including regarding the migration of telecare users.

On 14 December, DSIT Ministers convened the UK’s leading telecoms providers to discuss steps to protect the most vulnerable when upgrading their phone lines. These telecoms providers have now signed a Charter committing to concrete measures to protect vulnerable customers, including specific provisions on protecting telecare users. This is a positive step by industry to make sure safety continues to be at the heart of the nationwide switchover.

With regard to telecare systems, lifeline alarm systems or remote ringers, it can be difficult to provide general guidance given the range of devices and providers across these sectors. I therefore cannot state definitively which products will not function over digital landlines, and which will need modifications. Similarly, given there are a multitude of devices and services that rely on the digital connectivity and various ways they may be connected, Government does not have a definitive estimate regarding the cost of the switchover.

We encourage those with equipment that rely on the PSTN, such as businesses or local authorities, to audit their estate and understand if they need to upgrade their devices. DSIT has been working with the Department for Health and Social Care (DHSC) and the telecare industry to raise awareness of the migration and to help identify alternatives, while BT and other providers have set up test labs for manufacturers to test their equipment.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4647", "label" : {"_value" : "Biography information for Julia Lopez"} } , "answeringMemberConstituency" : {"_value" : "Hornchurch and Upminster"} , "answeringMemberPrinted" : {"_value" : "Julia Lopez"} , "dateOfAnswer" : {"_value" : "2024-01-15", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "8272"} , {"_value" : "8279"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-01-15T12:15:46.587Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "216"} , "answeringDeptShortName" : {"_value" : "Science, Innovation and Technology"} , "answeringDeptSortName" : {"_value" : "Science, Innovation and Technology"} , "date" : {"_value" : "2024-01-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Voice over Internet Protocol: Telemedicine"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Science, Innovation and Technology, whether she has made an assessment of the compatibility of telecare products with digital landlines.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4934", "label" : {"_value" : "Biography information for Helen Morgan"} } , "tablingMemberConstituency" : {"_value" : "North Shropshire"} , "tablingMemberPrinted" : [{"_value" : "Helen Morgan"} ], "uin" : "8271"} , {"_about" : "http://data.parliament.uk/resources/1679754", "AnsweringBody" : [{"_value" : "Department for Science, Innovation and Technology"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1679754/answer", "answerText" : {"_value" : "
