The UK has robust procedures to ensure that all military operations, including airstrikes, are conducted in full compliance with International Humanitarian Law. Every care is taken during UK military operations to minimise the potential for civilian casualties. To that end, we conduct a rigorous assessment before and after striking a target and will investigate any credible reports that UK actions may have caused civilian casualties.<\/p>

Over the course of Operation SHADER, the UK's contribution to the international coalition to counter Daesh, we have previously identified one civilian casualty that occurred during an UK airstrike on Daesh fighters in eastern Syria on 26 March 2018.\u202f This incident was subject to a Written Ministerial Statement on 2 May 2018 (HCWS665). RAF aircraft did not conduct an attack near Al Bab in Syria on 20 December 2016. Despite our best efforts to identify whether there have been civilian casualties, no evidence we have suggests these occurred as a result of strikes carried out by the RAF in Mosul in 2016-17.<\/p>

However, we accept the possibility that there could be instances of civilian casualties about which we are unaware, despite our best efforts to identify. We will always re-examine any new information or evidence relating to a potential civilian casualty incident submitted to us, where it is possible that UK forces may have been involved.<\/p>

Parliament will always be informed of any instance where we assess a UK airstrike is responsible for a civilian casualty incident, whether incurred during a new strike, or as a result of re-examining historic strikes using new information. Ministers and officials maintain regular contact with the Turkish Government and frequently discuss the situation in Syria, including to welcome Turkey's continued efforts to protect civilians in Idlib from a further regime offensive. Most recently, the UK Ambassador in Ankara spoke with Turkey's Director General for Syria on 20 January, when they discussed the situation in north-east Syria, including a recent increase in activity around Ain Issa. The UK Government has regular discussions with the UN Independent International Commission of Inquiry (COI) on the Syrian Arab Republic about its investigations of alleged violations of international law in Syria, and welcomed the Commission's latest report presented to the Human Rights Council in September 2020. As the COI is the international body responsible for investigating alleged violations of international law in Syria, the UK encourages it to investigate all allegations of violations and abuses of international law in Syria. The COI reported on Turkey's 'Operation Peace Spring' in their March 2020 report to the Human Rights Council, including on particular cases of hostilities, and called on the Turkish authorities to launch their own investigations into these and to make the findings public. It did not specifically report on the use of white phosphorus. Abiding by International Humanitarian Law and the Law of Armed Conflict is of the utmost importance to this Government and is central to all of our military operations at home and overseas.<\/p>

UK aircraft conducted a single strike on 12 June 2018. Ministry of Defence officials have cross referenced the village name with coordinates of that strike and established that they differ by approximately four miles and that the UK did not strike any buildings. Therefore, from the evidence available, we have no reason to believe that the UK was responsible for any civilian casualties on 12 June 2018.<\/p>
