In October, the Prime Minister announced an additional £8.3 billion of roads resurfacing funding over the period 2023/24 to 2033/34, with £150 million being made available in both this financial year and the next. This funding, made possible by reallocating funds from the HS2 programme, is enough to enable local highways authorities across England to resurface at least 5,000 miles of road.<\/p>

As roads policy in the UK is devolved, provision of additional highways maintenance funding in Northern Ireland is a decision for the Northern Ireland Executive.<\/p>

The Department works closely with highways stakeholders such as the Association of Directors of Environment, Economy, Planning and Transport and the Local Council Roads Innovation Group who regularly showcase innovative ways to fix potholes and ensure we have well maintained roads. We fund innovative new ideas including road technologies through our well-established Transport Research Innovation Grant (T-TRIG) programme, and the ADEPT Live Labs programme.<\/p>

In Northern Ireland, Scotland, and Wales the responsibility for maintaining the highway rests with the respective devolved administration. However, structural maintenance works to local roads is a relevant intervention under the transport investment theme for the Levelling Up Fund.<\/p>
Round two of the £4.8 billion Levelling Up Fund launched 23 March 2022 and applications from all parts of the UK, including Northern Ireland are welcome. HM Government have published an updated prospectus that sets out guidance on how to apply.<\/p>

In England, Highways England is responsible for the strategic road network, that is motorways and major A roads. Local roads, making up around 98% of the road network, fall under the responsibility of the relevant local highway authority. Highways maintenance in Northern Ireland, Scotland and Wales is a devolved matter and therefore falls under the responsibility of the respective Devolved Administrations. The Department is providing local authorities in England, outside London, with funding of £6.2 billion for local highways maintenance and to help repair potholes or stop them forming.<\/p>

The Department for Transport does not hold information on what the estimated cost of insurance claims has been to the public purse in the last 12 months due to pothole damage.
