All pupils, regardless of immigration status, are entitled to education between the ages of 5 to 16, and are free to apply for a school place at any time.<\/p>

The Department is clear that the best place for all children to be educated is in school, and that attending school is vital to help newly arrived children integrate as quickly as possible into the communities in which they are living.<\/p>

The Department has supported arrivals via humanitarian and resettlement schemes through the provision of funding to Local Authorities for all arrivals aged 2 to 18. This funding was paid in the 2022/23 financial year for those who arrived via the Homes for Ukraine scheme and in both the 2021/22 and 2022/23 financial years for those who arrived from Afghanistan and lived in bridging accommodation. Schools and colleges are responsible for deciding which qualifications they enter pupils for, based on what is in their best interests. Schools will want to carefully consider the individual circumstances of the students before deciding the appropriateness of an exam entry. The department has contributed to the Home Office welcome pack for adults, who have recently been granted refugee or Humanitarian Protection status, to support them in applying for a place at school or college. The pack has been translated into several languages. The department has also contributed similar information to specific welcome packs for arrivals from Afghanistan, Hong Kong and Ukraine.<\/p>

The department provides online resources for local authorities and schools which makes it clear that refugees and asylum seeker children and young adults have a right to access schools and colleges. The government is committed to improving mental health and wellbeing outcomes.<\/p>

Schools are not specialist mental health providers, if child refugees experience symptoms of poor mental health, evidence-based treatment should be accessed via their general practitioner or local Improving Access to Psychological Therapies services.<\/p>

However, schools have an important role to play in identifying and responding to emerging or existing mental health issues, whether that be by providing targeted pastoral support, such as in school counselling, or ensuring referrals are made to external specialist support.<\/p>

The department provides mental health and behaviour guidance to support education staff to identify children in need of extra mental health support, which includes working with external agencies. The department has also published guidance and signposting to external sources of mental health and wellbeing support for teachers, school staff and school leaders. To support children and young people arriving from Ukraine, the department has published a resource pack signposting schools and colleges to offers of support for Ukrainian children and young people which covered mental health and wellbeing, amongst other areas including learning English. To support the effective use of training and guidance on supporting and promoting mental health in schools, the department is funding all schools and colleges in England to train senior mental health leads who can put in place whole school approaches to mental health and wellbeing. This approach should encompass robust processes for identifying students, or specific groups, who need additional mental health support. Two thirds of schools and colleges will have been able to access funding by April 2023, backed by £10 million in the 2022/23 financial year. The Department expects the local authority to support children to attend school as soon as possible.<\/p>

For children arriving via the Homes for Ukraine scheme, the Department is making quarterly payments to local authorities in England in the 2022/23 financial year, which they will make available to their schools. The London Borough of Havering has received allocations totalling £360,787.50 in the first two quarterly payments made in August and October 2022.<\/p>

Between 1 September 2021 and 26 July 2022, there were an estimated 7,000 applications in England for secondary school places for children from Ukraine. Of these 7,000 applications, 6,200 offers of secondary school places have been made. These figures are adjusted for non-response.<\/p>

In the North West, there were an estimated 500 applications for secondary school places for children from Ukraine, with 400 offers made. These figures have been adjusted for non-response.<\/p>

The data is not collected by constituency, however, for Sefton Council, there were 11 applications for secondary school places, with 11 offers made. This financial year, the government is offering 7,800 schools and colleges in England grants to train a senior mental health lead in their setting. The training will equip senior mental health leads with the knowledge and skills to implement effective processes for identifying students, or specific groups, who need additional mental health support. Furthermore, we have provided additional funding to accelerate the roll out of Mental Health Support Teams linked to schools and colleges, who provide early intervention on mild to moderate mental health issues, to cover approximately 35% of pupils in England by 2023.<\/p>

For those who need immediate access to specialist support or help, all NHS Mental Health Trusts are providing 24/7 support. The department is supporting all local authorities, including Hertfordshire, to create sufficient school places for Ukrainian refugee children. As of 1 September, a total of 382 Ukrainian children had applied for school places in Hertfordshire, including 232 primary and 150 secondary applications. 221 Ukrainian children have been offered a place in a primary school and 138 children in a secondary school, a total of 359 places.
