Administrative tasks which are undertaken by police and support staff can include effective casefile preparation and establishing high quality disclosure practices, which is vital if justice is to be done.<\/p>

The Home Office is committed to investing in policing capabilities and resources to help improve timeliness and enhance the quality of investigations, while also considering and seeking to reduce the burden on officers.<\/p>

The Government is making several targeted investments through the Police Digital Service to improve the efficiency of police force activity. This will automate tasks, connect policing systems and reduce administrative burdens on officers.<\/p>

In addition, the Police Covenant was established as part of the Police, Crime, Sentencing and Courts Act 2022. The police-led Use of Force Data Review recommended that police forces record and publish a range of data each time force is used, including the reason force was used, injury data, the gender, ethnicity and age of the subject involved, and the location and outcome of the incident.<\/p>

These recommendations were welcomed by the former Home Secretary, and the former Minister for Policing and the Fire Service made a Written Ministerial Statement on 2 March 2017 announcing the implementation of the recommendations, with police forces expected to commence recording by 1 April this year.<\/p>

Police forces are committed to publishing their recorded data locally, and it is a subset of this data that will be provided to the Home Office under the annual data requirement, causing no additional burden to compliant forces. It is crucial that police crime recorded crime statistics are accurate and fit for purpose. HMIC\u2019s rolling programme of crime data integrity inspections will keep the spotlight on forces to improve the accuracy of their crime recording. The Government protected overall police spending in the 2015 Spending Review, and the 2017/18 police funding settlement maintains that commitment.<\/p>

Every Police & Crime Commissioner who maximised their local precept income in 2016/17 and 2017/18 will receive at least the same direct resource funding in cash that they received in 2015/16.<\/p>

Ministers make decisions on police funding to benefit policing as a whole. It is a matter for Chief Constables, working with their Police and Crime Commissioners, to manage their available resources according to local priorities. The Government does not assess police spending on each area of demand. However, I can confirm that we have provided over £2.5m to the City of London Police in respect of their lead force role in tackling fraud.<\/p>

In its commentary on crime statistics the independent Office for National Statistics points to improved crime recording practice by police forces as an important factor in explaining increases in police recorded crime, which we welcome. HMIC\u2019s rolling programme of crime data integrity inspections will keep the spotlight on forces to improve the accuracy of their crime recording.<\/p>

Funding for these services is a matter for the Secretary of State for Justice, who has confirmed that Police and Crime Commissioners\u2019 budgets for victims\u2019 services have been protected over the period of the spending review, and final funding levels for 2016/17 will be confirmed as soon as possible. The Secretary of State for Justice has also appointed Charlie Taylor to conduct a review of the youth justice system which will report in the summer of 2016 and will make recommendations on how the youth justice system will operate in future.<\/p>

Funding for local authorities in England is a matter for the Department for Communities and Local Government. Funding for local authorities in Wales is a matter for the Welsh Government.<\/p>

It is for local authorities to decide how they spend their budgets on these and other issues. Many local authorities already understand the value of working closely with Police and Crime Commissioners and are best placed to make the right decisions for their communities locally.<\/p>
