The UK Government condemns the abduction and continued captivity of children by Boko Haram and Islamic State West Africa (ISWA) in North East Nigeria. This includes the 2014 kidnapping of the Chibok schoolgirls, around 90 of whom are understood still to be missing. At the second UK-Nigeria Security and Defence Partnership (SDP) dialogue in February, the UK strengthened its commitment to providing mentoring and capacity building support to agencies tackling the threat of kidnap within Nigeria. The UK Government condemns all attacks on schools; abductions of children are abhorrent and must stop. We continue to raise attacks on schools with the Government of Nigeria, and the Government of Nigeria has provided assurances that it is making every effort to secure the release of all those still held captive.<\/p>

The UK is working with Nigeria through our security and defence partnership to help build capacity to respond to kidnaps. We have provided mentoring and capacity-building support to Nigerian Police Force units to improve their anti-kidnap capacity, to help reduce harm to victims, and to hold those responsible to account. During her recent visit to Nigeria, the Minister for Africa, Latin America and the Caribbean raised rising insecurity and its impact on the Nigerian people in meetings with the Vice President and Foreign Minister, and reiterated the UK's commitment to work with Nigeria to address violence, protect human rights, and promote dialogue and respect between different ethnic and religious communities. The Countering Organised Crime and Corruption programme in Nigeria provides mentoring and capacity building for units of the Nigerian Police Force to improve border security and anti-kidnap capacity, and respond to organised crime groups in Nigeria. The anti-kidnap capacity building features training for Anti-Kidnap Senior Investigation Officers that meets international standards and embeds human rights compliance including on digital forensics handling to enhance evidence collection and negotiation skills for female officers. This helps anti-kidnap coordination units reduce the harm to kidnap victims by seeking to reduce the longevity of capture and hold those responsible to account. The programme also provides mentoring to officers of the Nigerian National Agency for the Prohibition in Trafficking of Persons to help them counter the trafficking of women and girls. Kidnappings have increased in recent years in Nigeria so this work remains vital in helping to tackle the threat. Effectively tackling and reducing organised crime in Nigeria, including kidnaps, will improve domestic and international confidence, and support increased trade and investment in Nigeria, improving Nigeria's potential to achieve long-term sustainable economic growth.<\/p>

This specific programme is designed to help counter criminal, rather than terrorist, activity. The Government has offered and provided separate support in response to the abduction of people by terrorist groups such as Boko Haram and Islamic State West Africa (ISWA), including Leah Sharibu. Following the attack on Leah's school in Dapchi, the then Foreign Secretary spoke to the Nigerian Vice President to offer UK assistance in the recovery of the missing girls. The UK Government has repeatedly called for the release of all those abducted by Boko Haram and ISWA, including Leah Sharibu, and remains committed to supporting the Nigerian Government to secure their release. The UK is committed to supporting the Nigerian Government in their attempts to secure the release of the remaining girls taken from Chibok, Leah Sharibu taken from Dapchi, and all others abducted by Boko Haram and Islamic State West Africa. The Prime Minister raised the plight of the abducted school girls with the President of Nigeria during his official visit to the UK in 2018. The UK is supporting the Nigerian authorities in trying to establish the girls\u2019 location through the provision of surveillance assets and intelligence expertise. We do not comment on the results of ongoing intelligence operations.<\/p>

Nigeria is a State party to the Rome Statute of the International Criminal Court (ICC). The ICC Office of the Prosecutor has opened a preliminary examination into the situation in Nigeria. It has determined that there is a reasonable basis to believe that crimes against humanity have been committed, namely acts of murder and persecution attributed to Boko Haram.<\/p>

The Prime Minister, my Rt. Hon. Friend the Member for Witney (Mr Cameron), the Secretary of State for Foreign and Commonwealth Affairs, my Rt. Hon. Friend the Member for Richmond (Yorks) (Mr Hague), and the Minister for Africa, my Hon. Friend the Member for Boston and Skegness (Mr Simmonds), have all spoken to their Nigerian counterparts since news of the abduction broke on 18 April. In May the Minister for Africa travelled to Nigeria to discuss the situation with President Jonathan and Defence Minister Gusau and to agree the range of British assistance now being provided. Our High Commission in Abuja are in regular contact with the Government of Nigeria about this abduction, which is an abhorrent crime.<\/p>

The Foreign Secretary hosted the London Ministerial on Security in North East Nigeria on 12 June, in the margins of the Global Summit on Ending Sexual Violence in Conflict.
