BEIS Ministers regularly engage with their counterparts in other departments on clean growth matters including ultra low and zero emission vehicle policy. We set out in our Road to Zero strategy published last year our mission to put the UK at the forefront of the design and manufacturing of zero emission vehicles and for all new cars and vans to be effectively zero emission by 2040.

The Government’s has also committed £1 billion with industry to 2023 through the Advanced Propulsion Centre (APC), to research, develop and commercialise the next generation of low carbon technologies and £274 million committed by Government to the Faraday Battery Challenge to support the design, development and manufacture of electric batteries.

Our Future of Mobility 2040 mission is ambitious but achievable and we believe it is a key part of the answer to our long term transport air quality and greenhouse gas issues. It puts us at the forefront of the global transition to zero emission vehicles. We have consulted extensively with stakeholders across numerous sectors including environmental groups, the automotive industry and other experts, and believe we have identified the right balance between our environmental ambitions and deliverability, giving consumers and industry time to transition.

The Government is committed to supporting the transition to zero emission vehicles, which can cut carbon, reduce air pollution and help us grow the economy as part of our Industrial Strategy.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4044", "label" : {"_value" : "Biography information for Andrew Stephenson"} } , "answeringMemberConstituency" : {"_value" : "Pendle"} , "answeringMemberPrinted" : {"_value" : "Andrew Stephenson"} , "dateOfAnswer" : {"_value" : "2019-07-02", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-02T14:10:06.983Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2019-06-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Motor Vehicles: Exhaust Emissions"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Business, Energy and Industrial Strategy, what discussions he has had with Cabinet colleagues on supporting the UK car industry through the Government's transition to zero emissions policy.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3973", "label" : {"_value" : "Biography information for Grahame Morris"} } , "tablingMemberConstituency" : {"_value" : "Easington"} , "tablingMemberPrinted" : [{"_value" : "Grahame Morris"} ], "uin" : "269032"} , {"_about" : "http://data.parliament.uk/resources/536719", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/536719/answer", "answerText" : {"_value" : "

The Department for Transport assesses a number of different fuels in terms of a range of environmental impacts including air quality and greenhouse gas emissions. A number of initiatives are underway to encourage cleaner, lower carbon fuels.

The Renewable Transport Fuel Obligation was amended to increase rewards for suppliers of biopropane from April 2015, following a consultation which considered the potential benefits of alternative fuels, including biopropane, in delivering greenhouse gas savings. Biopropane is the term commonly used to describe liquid petroleum gas (LPG) derived from production processes that use biomass as the feedstock.

The Department for Transport and Low Carbon Vehicle Partnership also established a Transport Energy Task Force which considered the potential of Liquefied Petroleum Gas (LPG) in meeting our greenhouse gas reduction targets, alongside other alternative fuels, last year.

While no formal assessment of the air quality impact of LPG has been made, DfT and Defra officials met with representatives of the LPG industry during the consultation on the UK Air Quality Plans in 2015. Industry data shows that retrofitting older diesel cars and vans to run on LPG can reduce emissions of NOx (oxides of nitrogen) and particulate matter whilst producing CO2 (carbon dioxide) emissions between those of equivalent diesel and petrol engines.

Birmingham City Council were awarded £500,000 to enable the conversion of older black cabs from diesel to LPG as part of the 2014 Clean Vehicle Technology Fund (CVTF) grant scheme. As part of this funding, emissions will be measured before and after conversion.

As part of the Department’s Heavy Goods Vehicle emissions testing programme, the Low Carbon Vehicle Partnership is testing a dual fuel (diesel / LPG) retrofit conversion to a Euro VI truck, as well as gas and diesel comparators. Vehicle tests are currently underway and we expect to publish the results later this year. On 30th June, the Department launched an HGV accreditation scheme for retrofit technology to enable equipment manufacturers or vehicle operators to conduct robust, repeatable and reliable tests to validate the impact on fuel consumption and emissions under a range of operating conditions.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/350", "label" : {"_value" : "Biography information for Sir John Hayes"} } , "answeringMemberConstituency" : {"_value" : "South Holland and The Deepings"} , "answeringMemberPrinted" : {"_value" : "Mr John Hayes"} , "dateOfAnswer" : {"_value" : "2016-07-21", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-07-21T09:08:51.573Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2016-07-15", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Motor Vehicles: Exhaust Emissions"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, what comparative assessment he has made of the effect on the environment of vehicles using (a) diesel and (b) liquefied petroleum gas.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4478", "label" : {"_value" : "Biography information for Royston Smith"} } , "tablingMemberConstituency" : {"_value" : "Southampton, Itchen"} , "tablingMemberPrinted" : [{"_value" : "Royston Smith"} ], "uin" : "42937"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 2, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
