The Road Vehicles (Construction and Use) Regulations 1986\u202flay down certain requirements that all vehicles have to meet strict emission standards and be constructed and maintained so as not to emit any avoidable\u202fsmoke. It also governs the amount of light that must pass through the windows of\u202fa vehicle and therefore how clearly the windows can be seen through.<\/p>

At the Budget in March, the government allocated £403 million to extend the Plug-in Car Grant out until 2022-23. £129.5 million was provided to extend the Plug-in Grants for vans, taxis and motorcycles to 2022-23.<\/p>

The government also earmarked £500 million over the next five years to support the rollout of a rapid-charging network for electric vehicles, ensuring that drivers will never be further than 30 miles from a rapid charging station. To target spending from this fund effectively, the Office for Low Emission Vehicles are currently undertaking a comprehensive review of electric vehicle charging infrastructure<\/p>

Existing guidance to Local Authorities makes clear that fines should be dispensed to motorists only as a last resort. The priority must be to change motorists\u2019 behaviour \u2013 to encourage them not to idle, which after all is wasting their fuel, and instead to encourage motorists towards using the technological solutions now available.<\/p>

For purpose of the air quality Directive (2008/50/EC), DEFRA on behalf of the Government are the competent authority. In 2017 the Government published its Plan for Tackling Roadside Nitrogen Dioxide Concentrations (The Plan) which set out plans to achieve compliance as quickly as possible.<\/p>

Highways England is legally required, under the Infrastructure Act 2015 and its Licence, to comply with (or have due regard to) relevant Government policy, which includes the Government\u2019s plans and policies on air quality, and has been commissioned by the Department for Transport (DfT) to deliver its part of The Plan. The Infrastructure Act also obliges Highways England to comply with DfT\u2019s Road Investment Strategy (RIS). The current (second) RIS sets out DfT\u2019s expectations for environmental outcomes to be in line with (but not limited to) The Plan, and sets key performance indicators in relation to air quality, including compliance with legal nitrogen dioxide limits as soon as possible.
