We assess emissions in terms of nitrogen oxides (NOx) rather than nitrogen dioxide (NO2) because the proportion of NO2 varies significantly across vehicle types. Passenger cars (including both petrol and diesel vehicles) contribute 29% of the total emissions of NOx in the UK. The Department has retested three of the VW Group vehicles for which the UK provided type approval. These tests have confirmed that the extended test programme announced by the Secretary of State on 10 November can identify defeat device strategies. The testing of vehicles is underway and a report of the findings will be published in the spring.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3996", "label" : {"_value" : "Biography information for Andrew Jones"} } , "answeringMemberConstituency" : {"_value" : "Harrogate and Knaresborough"} , "answeringMemberPrinted" : {"_value" : "Andrew Jones"} , "dateOfAnswer" : {"_value" : "2016-01-12", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-01-12T14:32:58.44Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2016-01-07", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Motor Vehicles: Exhaust Emissions"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, what information he holds on how many Volkswagen vehicles have been re-tested for emissions since September 2015.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4461", "label" : {"_value" : "Biography information for Stewart Malcolm McDonald"} } , "tablingMemberConstituency" : {"_value" : "Glasgow South"} , "tablingMemberPrinted" : [{"_value" : "Stewart Malcolm McDonald"} ], "uin" : "21439"} , {"_about" : "http://data.parliament.uk/resources/439762", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/439762/answer", "answerText" : {"_value" : "

The Government is committed to taking action on vehicle emissions testing that restores consumer confidence and delivers our wider air quality and climate objectives. We strongly support the current Real Driving Emissions agreement, which is expected to significantly reduce average real world NOx emissions from new diesel cars from 2017. It makes type approval requirements for diesel vehicles significantly more stringent by requiring manufacturers to ensure real-world emissions are maintained below 2.1 times the laboratory-testing limit in 2017 and at or below the laboratory-testing limit by 2020 (with a margin for measurement uncertainty). Issues relating to vehicle emissions are considered in the context of the UK Government’s plans for air quality.
