Powers to tackle vehicle idling are available to Local Authorities, including the ability to issue Fixed Penalty Notices where necessary. However, this issue will not be solved simply through fining motorists. Local Authorities should utilise a range of methods to encourage motorists to change their behaviour, including public information campaigns. Better technology can play a part in addressing idling, such as stop-start technology and low- or -zero-emission vehicles. Vehicle manufacture is a global industry and consequently, there is no agreed approach that can be used to inform consumers of the comparative carbon footprint of the production of different vehicles. The Government does not currently have any plans to inform consumers about the comparative carbon footprint generated by different electric vehicles in their production. We expect the transition to zero emission motoring to be industry-led, supported by measures set out in our Road to Zero strategy.<\/p>

<\/p>

In 2018, the Department for Transport developed the Transport Energy Model. This was published alongside the Road to Zero strategy to provide a clear assessment of the relative environmental impacts of different road vehicle technologies and fuels. The Model showed that UK battery electric vehicles have substantially lower greenhouse gas emissions than conventional vehicles, even when accounting for the energy mix of the electricity to charge the battery, as well as the electricity used for battery production.<\/p>

<\/p>

Electric vehicle emission values are highly dependent on the electricity mix of the country in which the vehicle is charged, and the country in which the vehicle, battery, and other parts are manufactured. Emission values will also vary according to model type, car size, and miles driven. (a) New regulations came into effect on 1 January 2020. These tighten the existing target significantly for the average CO2 emissions a car manufacturer\u2019s fleet can emit, down from 130g/km to 95g/km. If manufacturers do not meet this target then they face fines. As this is a fleet average target, manufacturers can make vehicles with emissions above the new 95g/km target providing they balance this out across their fleet with those that are lower than 95g/km. These targets reduce further in 2025 and 2030.<\/p>

<\/p>

(b) To incentivise people to switch to more environmentally friendly vehicles to improve air quality, the Government is investing nearly £1.5 billion\u200e between April 2015 and March 2021 to support the transition to zero emission motoring and has put in place a range of grant schemes. We have put in place various grant funding schemes to assist with the up-front cost of purchasing eligible electric vehicles. Motorists who choose to make the switch to electric also benefit from lower Vehicle Excise Duty and, from April 2020, lower company car tax rates.<\/p>

<\/p>

On 4 February, the Prime Minister announced that we are consulting on bringing forward the end to the sale of new petrol, diesel and hybrid cars and vans to 2035, or earlier if a faster transition appears feasible.<\/p>
