The Department does not consider that increasing fine levels would be a suitable way to reduce the numbers to drivers idling unnecessarily. Engine idling can be a significant contributor to local emissions, particularly where there may be a number of idling vehicles such as outside schools. Exhaust emissions contain a range of air pollutants such as carbon monoxide, nitrogen dioxide, and particulate matter. These can affect the air quality of the surrounding environment and the air we breathe. That is why the law states that is an offence to idle your engine unnecessarily when stationary and Local Authorities have powers to issue Fixed Penalty Notices to drivers who do so.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4593", "label" : {"_value" : "Biography information for Trudy Harrison"} } , "answeringMemberConstituency" : {"_value" : "Copeland"} , "answeringMemberPrinted" : {"_value" : "Trudy Harrison"} , "dateOfAnswer" : {"_value" : "2022-02-23", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-02-23T09:26:37.11Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2022-02-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Motor Vehicles: Exhaust Emissions"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, To ask the Secretary of State for Transport, what assessment he has made of the impact of car engine idling on the environment.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3973", "label" : {"_value" : "Biography information for Grahame Morris"} } , "tablingMemberConstituency" : {"_value" : "Easington"} , "tablingMemberPrinted" : [{"_value" : "Grahame Morris"} ], "uin" : "125101"} , {"_about" : "http://data.parliament.uk/resources/1417718", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1417718/answer", "answerText" : {"_value" : "

Idling is already against the law.

The Highway Code specifies idling in a specific rule and the language used is an indication of the legal requirement to avoid unnecessary engine running. To disobey these rules is to commit a criminal offence.

Local authorities are responsible for the enforcement and monitoring of this legislation and already have powers to issue fixed penalty notices (FPNs) to drivers leaving engines running unnecessarily. It is vital that these powers are used to help deal with local air quality issues where necessary.
