The funding available for local authorities is determined in periodic Spending Reviews, and allocated in the main as part of the annual local government finance process. As the Chancellor announced at Spring Statement, if a deal with the EU is agreed in the coming weeks, the 2019 Spending Review will be launched before summer recess and conclude alongside an Autumn Budget. This will provide an opportunity to consider local government spending in the round and preparations are well underway.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4483", "label" : {"_value" : "Biography information for Rishi Sunak"} } , "answeringMemberConstituency" : {"_value" : "Richmond (Yorks)"} , "answeringMemberPrinted" : {"_value" : "Rishi Sunak"} , "dateOfAnswer" : {"_value" : "2019-05-29", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-05-29T10:44:18.747Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Housing, Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Housing, Communities and Local Government"} , "date" : {"_value" : "2019-05-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Local Government Finance: Birmingham"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Housing, Communities and Local Government, what discussions he has had with the Chancellor of the Exchequer on increasing funding to Birmingham City Council in advance of the spending review.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3914", "label" : {"_value" : "Biography information for Shabana Mahmood"} } , "tablingMemberConstituency" : {"_value" : "Birmingham, Ladywood"} , "tablingMemberPrinted" : [{"_value" : "Shabana Mahmood"} ], "uin" : "256276"} , {"_about" : "http://data.parliament.uk/resources/1041316", "AnsweringBody" : [{"_value" : "Ministry of Housing, Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1041316/answer", "answerText" : {"_value" : "

My Department has already published local authority allocations for each year of this Parliament as part of the four year funding offer. Birmingham City Council is among the 97% of councils that have accepted this offer. The government will soon consult on a statutory provisional local government finance settlement for 2017-18 in the normal way.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4024", "label" : {"_value" : "Biography information for Mr Marcus Jones"} } , "answeringMemberConstituency" : {"_value" : "Nuneaton"} , "answeringMemberPrinted" : {"_value" : "Mr Marcus Jones"} , "dateOfAnswer" : {"_value" : "2016-11-29", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-11-29T17:15:42.53Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "7"} , "answeringDeptShortName" : {"_value" : "Communities and Local Government"} , "answeringDeptSortName" : {"_value" : "Communities and Local Government"} , "date" : {"_value" : "2016-11-24", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Local Government Finance: Birmingham"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Communities and Local Government, when he plans to publish funding allocations for Birmingham City Council.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3913", "label" : {"_value" : "Biography information for Jack Dromey"} } , "tablingMemberConstituency" : {"_value" : "Birmingham, Erdington"} , "tablingMemberPrinted" : [{"_value" : "Jack Dromey"} ], "uin" : "54822"} , {"_about" : "http://data.parliament.uk/resources/91920", "AnsweringBody" : [{"_value" : "Department for Communities and Local Government"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/91920/answer", "answerText" : {"_value" : "

I refer the Hon. Member to my written answer to him of 23 October 2014, PQ 210903.

More broadly, I would note:

· In 2014-15, Birmingham has an area spending power per dwelling of £2,679, considerably more than the comparable English average of £2,089.

· Birmingham City Council has the highest revenue outturn spending in England after the Greater London Authority: a total of £2.0 billion in 2013-14.

· Birmingham City Council is estimated to receive total government grants of £3,319 per dwelling in 2014-15; this compares with the English average of £2,628 and is the 13th highest in England (budgeted figures for revenue expenditure and financing; excludes income from mandatory housing benefits; includes education spending).
