We strongly support the efforts of the Special Representative of the Secretary-General for Libya, Bernardino Leon, and the UN Support Mission in Libya (UNSMIL), to resolve the political and security crisis and pave the way for peaceful political dialogue.<\/p>

Our commitment to Libya is reflected by the Prime Minister\u2019s appointment of a Special Envoy to the Political Transition, Jonathan Powell. Our Envoy and the UK Diplomatic network are working hard with key Libyan interlocutors and international partners to support UN efforts to facilitate a fully inclusive dialogue to reach a lasting political agreement.<\/p>

The UK welcomed the dialogue talks hosted by UNSMIL in Rabat, Algeria and Brussels. We urge all participants to attend further talks with goodwill and adopt inclusive policies, to lay the foundations for a Government of National Unity. The UK is actively exploring with EU and other partners how best we can support a new National Unity Government. The improvement of the security situation in Libya is a crucial ingredient for its success.<\/p>

It is very difficult to verify how many lives have been lost since January 2013 or saved as a result of the UK\u2019s military action in Libya. However Britain played a key role in preventing the bloodbath that would have taken place in Benghazi had we not intervened. The decision to intervene in Libya in 2011 was an international one, taken by the North Atlantic Treaty Organisation (NATO) and other international partners following a call from the Arab League and authorisation at the UN Security Council.<\/p>

The UK is deeply concerned by the increasing violence and political polarisation in Libya, and its impact on the Libyan people and the stability of the wider region. It is of paramount importance that all Libyans recognise the terrible strain that the conflict is putting on their country. We strongly support the efforts of the Special Representative of the Secretary-General for Libya, Bernardino Leon, and the UN Support Mission in Libya (UNSMIL), to resolve the political and security crisis and pave the way for peaceful political dialogue. The UK remains deeply concerned about the political and security crisis in Libya, and the increasing threat from terrorist entities in the country. On 22 January 2015 the United Nations Support Mission in Libya condemned a reported armed attack against the Central Bank branch in Benghazi and called for an independent inquiry. The EU Foreign Affairs Council stated on 9 February 2015 that the independence and proper functioning of the Central Bank of Libya, National Oil Corporation and other key financial institutions must be preserved and protected. The EU condemned actions against Libya's national assets, financial institutions and natural resources, which risk depriving the Libyan people of the benefits of the sustainable development of their economy.

We fully support the United Nations\u2019 mediation efforts towards a ceasefire and a stable political settlement in Libya. Only political dialogue can address this crisis and protect those independent government institutions whose role is to safeguard Libya\u2019s resources for the good of all Libyans. As part of the UN Security Council, the UK has condemned attempts to intimidate and obstruct the proper functioning of Libya\u2019s financial institutions. In addition, the UK funds technical advice and training through the World Bank to Libyan institutions on public financial management. The UK Special Envoy to the Libyan Political Transition, Jonathan Powell, is working to support United Nations-led efforts to mediate between key political and military leaders. Our Embassy in Tripoli has been temporarily closed since 6 August 2014, due to ongoing fighting and instability. The safety and security of our staff is paramount: we will re-open our Embassy in Tripoli when the security situation has improved sufficiently to keep our staff safe. A small team of British diplomats focused on relations with Libya are currently working from our Embassy in Tunis, as well as a team in London.
