BEIS is exploring the role that industrial symbiosis can play in reducing emissions from industry and how best to facilitate this. We are keen to ensure we build back better in a way that supports the whole economy and delivers for all parts of the UK. Our Plan for Growth sets out the opportunities we will seize across the UK to drive economic growth, create jobs and support British industry as we level-up and build back better out of this pandemic \u2013 succeeding the Industrial Strategy published over four years ago.<\/p>

We want to understand the ideas and priorities of the Devolved Administrations in relation to driving long-term growth and recovery. The Plan for Growth will support our efforts to unite and level up the country: tackling geographic disparities; supporting struggling towns to regenerate; ensuring every region and nation of the UK has at least one globally competitive city; and strengthening the Union.<\/p>

Over the next 12 months BEIS will follow up the plan for growth with an Innovation Strategy, as well as strategies for net zero, hydrogen and space. We will also develop a vision for high-growth sectors and technologies, putting the UK at the forefront of opportunities and giving businesses the confidence to invest, boost productivity across the UK and enable our transition to net zero.<\/p>

We are working across government and with our Innovation Expert Group to develop the Innovation Strategy. It will outline our ambitions in innovation and where we want to focus our efforts over the next decade; and the importance of research and innovation to levelling up and the Government\u2019s commitment to ensuring that R&D benefits the economy and society in nations, regions and local areas across the UK. Following the publication of the Strategy, the government will continue engaging in detail with businesses of all types to build our ambitious innovation agenda.<\/p>

We are working to strengthen the Union to ensure that the institutions and the power of the United Kingdom are used in a way that benefits people in every part of our country. HM Government is grateful to the Board of Trade for its thought leadership on trade policy. The Rt Hon. Lady will know from reading the Global Britain, Local Jobs<\/em> report that there are benefits for the British people \u2013 in every corner of the country \u2013 from an ambitious trade agenda.<\/p>

<\/p>

We are proud to have secured trade deals with 66 countries, plus the EU. These agreements provide a strong foundation for our trading relationships, covering trade worth £890 billion in 2019, but do not represent the limit of our ambition. We will seek to improve upon these to maximise trading opportunities.<\/p>

<\/p>

HM Government will make sure digital markets are opened by reducing barriers to the flow of data, whilst maintaining high standards of protection. We will reduce regulatory divergence by securing commitments through Free Trade Agreement (FTA) negotiations, the WTO E-Commerce Joint Initiative negotiations, and the United Kingdom\u2019s G7 Presidency. It is important that all regulations are proportionate and not trade-distorting. We will bring down non-tariff barriers through trade negotiations so that safe goods and services from the United Kingdom can be sold into new markets freely.<\/p>

<\/p>

The Board of Trade report defines \u201ckey industries\u201d as those parts of the economy with the greatest chances to increase their exports, thanks to trade policy and trade promotion interventions. HM Government agrees with the Board of Trade that trade agreements can deliver opportunities nationwide, and is considering how to add the data from this cutting-edge research into our policy.<\/p>

<\/p>

The Rt Hon. Lady will know that the Department for International Trade (DIT) has already published an impact assessment for the FTA with Japan, setting out the potential impacts on every part of the United Kingdom.[1] The Board of Trade\u2019s report focuses on the next international steps our nation can take. Domestic policy, including \u2018freeports\u2019, is not explored in the report. Neither the Board of Trade nor HM Government intend to publish an addendum to this report.<\/p>

The majority of the 142 policy commitments from the 2017 Industrial Strategy are now in delivery, with around £45 billion of funding assigned to initiatives. These initiatives have strengthened the foundations of productivity, by investing in transport, housing, digital infrastructure, and skills. The Grand Challenges and missions have strengthened the UK\u2019s standing as a global leader in AI, clean growth, healthy ageing, and future transport technology \u2013 preparing the UK for a resilient, future economy.<\/p>

<\/p>

However, the 2017 Industrial Strategy was developed in a pre-COVID-19, pre-Brexit world and the coming decade poses new challenges. The Government is, and will continue to be, a champion of the needs of business and industry as we build back better from the pandemic.
