Border Force is ensuring that it has the right level of resources to check that passengers are compliant with our border health measures to minimise wait times at the border whilst ensuring we maintain border security and public health.

We have taken steps to make sure that there is the maximum number of additional Border Force officers possible to carry out those crucial checks, ensuring compliance with health measures, while minimizing wait time.

Since January 2020 to May 2021 Border Force overall workforce has grown by over 290 to a figure of around 9,300 FTE.

This is in addition to the return of staff from detached duty and the return of critically vulnerable staff to the front line, as well the capability to deploy resources flexibly across the United Kingdom to deal with any increase on demand.

Operational pressures at Heathrow in July, August and September 2020 resulted in periods where wait time service level agreements (SLAs) have not been met. As you know, Border Force undertake 100% checks on everyone arriving in the UK and there will be occasions when large amounts of passengers arrive in an un-forecast short space of time, resulting in a longer wait. Like all public services operating throughout this unprecedented global pandemic, there have been additional pressures placed on Border Force, but the safety of the public and our staff remains our priority.

As well as being guided by social-distancing measures in relation to the number of officers that could be deployed on the Primary Control Point, a significant number of passengers had failed to complete the Passenger Locator Forms required as part of the health measures at the border processes. Ensuring that these forms are completed is an important part of the protection of the UK in respect to being able to complement the Government’s track and trace programme should anyone on a flight or entry route later discover to be infected with Coronavirus; and the ability for PHE and the police to follow up in-country if required.

If travellers refuse to provide their contact details, they could be fined. In addition to their routine checks, Border Force Officers conduct spot checks on passenger locator forms The failure of passengers to complete the passenger locator form and the ensuing increase to transaction times has been compounded by the commercial decision made by Heathrow Airport Limited to terminate their contract with Omniserv, who performed vital customer service roles in the arrival halls. This included directing passengers to the correct queue, directing passengers to Border Force Officers on the passport control, and hosting the e-Passport Gates. With no replacement for these roles, passenger flow and throughput has been detrimentally impacted

On top of this, airlines are adopting focussed marketing and pricing campaigns to stimulate the revival of the aviation sector. For the same reasons, Heathrow Airport Ltd has allocated several new airlines arrival slots at Heathrow. The cumulative effect of these measures has been to make travel to the United Kingdom more affordable and accessible to passengers changing their demographic. This means an increase in those passengers requiring further examination by a Border Force Officer in order to keep our country safe.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4503", "label" : {"_value" : "Biography information for Chris Philp"} } , "answeringMemberConstituency" : {"_value" : "Croydon South"} , "answeringMemberPrinted" : {"_value" : "Chris Philp"} , "dateOfAnswer" : {"_value" : "2020-12-02", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-12-02T13:03:27.257Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2020-11-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Immigration Controls: Heathrow Airport"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what estimate she has made of the average passenger queue times at the UK border at Heathrow Airport over Summer 2020.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4452", "label" : {"_value" : "Biography information for Steve Double"} } , "tablingMemberConstituency" : {"_value" : "St Austell and Newquay"} , "tablingMemberPrinted" : [{"_value" : "Steve Double"} ], "uin" : "120898"} , {"_about" : "http://data.parliament.uk/resources/937748", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/937748/answer", "answerText" : {"_value" : "

Border Force is taking a number of steps to ensure passengers are dealt with quickly, including through investment in technology and maximising available staff at the busiest times of the day.

Border Force is committed to providing an excellent service. During the first quarter of 2018, over 95% of passengers seeking entry to the UK at Heathrow were dealt with within the service level agreements.

We have also increased resources that are available to the busiest ports. For example, Border Force is putting in 200 additional staff to help process passengers at Heathrow this summer. They will remain at Heathrow throughout the busiest summer-period to help ensure Border Force delivers an excellent service while continuing to protect the security of the border.

The experience for British and other EEA nationals is further enhanced where those passengers travel using biometric passports as they can use our ePassport gates
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4048", "label" : {"_value" : "Biography information for Caroline Nokes"} } , "answeringMemberConstituency" : {"_value" : "Romsey and Southampton North"} , "answeringMemberPrinted" : {"_value" : "Caroline Nokes"} , "dateOfAnswer" : {"_value" : "2018-07-18", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-07-18T16:56:47.397Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2018-07-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Immigration Controls: Heathrow Airport"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, pursuant to the Answer of 2 July 2018 to Question 157630 on UK Border Force: Heathrow Airport, what steps his Department is taking to ensure that UK Border Force has the capacity deal with the forecast increase in the number of passengers in the summer.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/318", "label" : {"_value" : "Biography information for Lord Spellar"} } , "tablingMemberConstituency" : {"_value" : "Warley"} , "tablingMemberPrinted" : [{"_value" : "John Spellar"} ], "uin" : "162472"} ], "itemsPerPage" : 10, "next" : "https://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-ddpCreated=2021-11-29T21%3A10%3A48.517Z&hansardHeading=Immigration+Controls%3A+Heathrow+Airport", "page" : 0, "startIndex" : 1, "totalResults" : 30, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
