No public funding has been issued to telecoms operators to support the implementation of the legal notices issued in respect of Huawei.<\/p>
<\/p>
The Impact Assessment published alongside the Telecommunications (Security) Bill estimated that the costs of monitoring compliance with the national security power, under which the legal notices were issued, would be between £7 million and £11.7 million over the period 2020-2029. This includes between £1.7 million and £2.8 million for the Department, and between £5.4 million and £8.9 million for Ofcom.<\/p>
<\/p>
Last year, Ofcom was awarded £21m in additional funding to be spent over the subsequent three years (22/23, 23/24 and 24/25) to reflect its additional responsibilities under the Telecommunications (Security) Act 2021. The funding is ring-fenced for telecoms security. There is currently some Huawei equipment in the UK\u2019s full fibre network. The Government is carrying out a technical consultation with full fibre network operators on the use of Huawei equipment which is ongoing and nearing completion. The Secretary of State will announce the outcome in due course.<\/p>
<\/strong><\/p> It is a matter for operators to manage the lifespan of Huawei equipment in their fibre to the cabinet networks, and to manage how and when they should replace Huawei equipment when it becomes obsolete. The security analysis conducted by the National Cyber Security Centre underpinned the final conclusions of the Government\u2019s Telecoms Supply Chain Review.<\/p> <\/p> NCSC published a summary of its security analysis which informed the conclusions of the Review. This analysis includes a summary of NCSC\u2019s assessment of the distinction between the \u2018core\u2019 and \u2018edge\u2019 of the network under section 8.3.1. The analysis states that:<\/p> \u201cIn 5G networks, core functions can be relocated nearer the \u2018edge\u2019 of the network. This has been described as blurring the line between core and edge. This is technically inaccurate as the \u2018core\u2019 is defined by a set of functions, standardised within [5], rather than a location. Consequently, the distinction between the two remains clear, as does the advice above. Our advice remains that HRVs are excluded from performing core functions, and this applies whether these functions are deployed centrally or towards the \u2018edge\u2019. Our understanding is that this clarification is unlikely to be consequential in the UK, as we are informed that core functions may run near the edge, but not actually on edge access equipment (such as base stations).\u201d<\/p>
