The Department is engaging with representatives of the betting and racing industries and other interested parties as part of our review of the Horserace Betting Levy, which we have committed to undertake by April 2024. The engagement with racing has been channelled through the British Horseracing Authority (BHA) in line with racing\u2019s agreed industry strategy and the engagement with betting has been channelled through the Betting and Gaming Council (BGC) as the industry body for UK betting and gaming.<\/p>

In preparing the gambling white paper, the government is giving full consideration to the impact of proposals, including on the Horserace Betting Levy, and ministers and officials have held regular meetings with both the British Horseracing Authority and the Gambling Commission. The white paper which we will publish in the coming weeks, and any subsequent consultations, will include the necessary assessments of impacts. The Government recognises the significant contribution that racing makes to British sporting culture and its particular importance to the British rural economy.<\/p>
In April 2017, we made significant reforms to the Horserace Betting Levy by fixing the Levy rate at 10% and extending the scope of the Horserace Betting Levy to include offshore online bookmakers for the first time. These reforms resulted in Levy income to support the racing industry totalling £83 million in 2018/19. In 2018/19 the Levy returned £83 million and in 2019/20 the Levy returned £97 million to racing. Even with the suspension of racing for a period due to covid the Levy returned £82 million in 2021/22 and then £97 million in 2021/22.<\/p>
The Government is committed to review the Horserace Betting Levy by 2024. The department engages regularly with racing stakeholders including the British Horseracing Authority and we will consider carefully any information they provide. The Government will continue to work with the industry and the Levy Board to make sure the benefits of the Horserace Betting Levy are maximised.<\/p>
The Sports Economy team within the Department for International Trade (DIT) are actively engaging with the British horse racing industry to discuss their target markets internationally and how they can be supported in these regions. DIT is also working closely with the industry on the best way of attracting international investors into the British thoroughbred market and opportunities in the form of trade missions surrounding major international meetings with a strong UK presence.<\/p>
British horseracing and breeding is promoted as part of the GREAT Britain & Northern Ireland campaign, showcasing the best of the UK in over 164 countries across the globe. The Horseracing Betting Levy is collected by the Horserace Betting Levy Board (HBLB) from the gross profit of betting on British horseracing. In April 2017, the government reformed the Levy to bring offshore bookmakers in scope for the first time and fixed the rate at 10%. This action reversed a steady period of decline in Levy income. Levy income for the last three years has been:<\/p>
2017/18 - £95 million<\/p><\/li>
2018/19 - £83 million<\/p><\/li>
2019/20 - £97 million<\/p><\/li><\/ul>
<\/strong><\/p> The HBLB supports racing through prize money grants to racecourses, which in turn supports trainers and jockeys. HBLB\u2019s prize money grants normally account for around 40% of total prize money. It also makes payments to racecourses as a contribution towards race day services costs, paying for the majority of racing\u2019s regulation and integrity costs. Other areas it supports include industry recruitment and training, education and the welfare of horses.<\/p> <\/strong><\/p> During Covid the HBLB has increased its contribution to prize money by 50%. It has also paid almost £3 million towards extra regulation costs that have been necessary to stage racing fixtures safely within the current Covid protocols.<\/p> <\/p>"}
