Under the terms of the Contract for Difference, neither taxpayer nor consumer is liable to contribute to the construction cost of Hinkley Point C. The Contract for Difference defines a Commissioning Window for each of the two nuclear reactors. These are from 1st<\/sup> May 2025 to 30th<\/sup> April 2029 for Reactor One and 1st<\/sup> November 2025 to 31st<\/sup> October 2029 for Reactor Two.<\/p>

The Development Consent Order \u201cThe Hinkley Point C (Nuclear Generating Station) Order 2013\u201d placed conditions of the times of day and days of the week that road freight can move and goods can be delivered by sea. The DCO is available through www.legislation.gov.uk and is SI 2013 No. 648. In addition to this, the Developer entered into a Deed of Development Consent Obligations pursuant to section 106 of the Town and Country Planning act 1990 \u2013 the only other parties to the deed being West Somerset District Council, Somerset County Council, Sedgemoor District Council and companies within the EDF group. These Section 106 commitments included implementation of more detailed travel plans. Sedgemoor District Council has made the deed available on their website, and a copy is attached.<\/p>

We understand that in pre-application discussions, it was recommended to the applicant by English and Welsh Statutory Nature Conservation Bodies that the sediment from the proposed dredging site should remain within the Severn Estuary Special Area of Conservation (SAC) so as not to affect the overall sediment amounts of the SAC. The strike price for Hinkley Point C (HPC) is fixed at £92.50 (2012 prices, rising with CPI inflation) for each megawatt hour (MWh) generated over the first 35 years of operation. The strike price is made up of a combination of wholesale market prices and a levy on consumer energy bills and ensures that consumers will pay no more than this for electricity from HPC during the contract period. When wholesale prices rise above the strike price the developer will need to repay the difference. When shared across consumers (households and businesses), payments under the Contract for Difference will amount to around £12 of the average household bill over 2026 \u2013 2030 (based on 2012 prices).<\/p>

This Government is committed to tackling fuel poverty. In line with our commitment to upgrade fuel poor homes to band C by 2030 we are taking action to support households in fuel poverty. The Warm Home Discount provides over 2 million low income and vulnerable households each year with a £140 rebate on their energy bills, including this winter. Since April, 70% of the £640m per year Energy Company Obligation has been focused on low income households through the Affordable Warmth part of the scheme. It will upgrade the energy efficiency of over 300,000 homes per year, tackling the root cause of fuel poverty. We are also safeguarding the competitiveness of those energy intensive industries particularly exposed to the additional costs arising from the Contract for Difference by exempting them from a proportion of these costs. Hinkley Point C is scheduled to come online from 2025 with an electricity generating capacity of 3.2 GW. This represents 7% of the UK\u2019s electricity needs based on estimated demand in the period 2025-2030.<\/p>

The Contract for Difference (CfD), agreed in September 2016, is an agreement for the Low Carbon Contracts Company Limited (LCCC) on behalf of electricity bill-payers to pay the generator the difference between the wholesale market price and a \u2018strike price\u2019 for every megawatt hour of electricity that it generates.<\/p>

The payments under the Hinkley Point C CfD will depend on wholesale prices at the time. In our published 2016 HPC value-for-money assessment, it was shown using a central scenario based on 2016 prices that the support payments in the first three years of the plant\u2019s operation from 2025 are expected to be approximately £590m, £860m and £860m respectively (2012 prices, undiscounted).<\/p>

The difference payments under the CfD are only one element of a consumer's electricity bill, which will also include the wholesale price of electricity. A fall in the wholesale price would result in an increase in top-up payments, and conversely an increase in the wholesale price would result in a fall in top up payments, and payments by the generator to the LCCC should the wholesale price rise above the strike price.
