The National Institute for Health and Care Excellence (NICE) issued guidance in 2018 no longer advising manual ear syringing due to risks associated, such as trauma to the ear drum or infection. The Department works with NHS England to monitor and improve access to general practice services and address regional variation. In 2016, we launched the Targeted Enhanced Recruitment Scheme, which has attracted hundreds of doctors to train in hard to recruit locations, including many rural areas, by providing a one-off financial incentive of £20,000. In 2021, there were 550 places available and through additional Government investment, there are 800 places available in 2022.<\/p>

NHS England is continuing to provide structured support to practices working in the most challenging circumstances via the Accelerate Access Improvement Programme. Excluding COVID-19 vaccinations, there were an average of 1.24 million appointments per working day in July 2022, compared to 1.17 million in July 2019. We have also made £520 million available to improve access and expand general practice capacity during the pandemic. To reduce unnecessary bureaucracy for general practitioners (GPs) and increase capacity for appointments, we have expanded the range of healthcare professionals who can sign fit notes and published seven principles to reduce unnecessary burdens on GPs.<\/p>

We are investing at least £1.5 billion to create an additional 50 million general practice appointments by 2024 through increasing and diversifying the workforce. In 2017/18, NHS England reviewed the Quality and Outcomes Framework (QOF) in general practice.
