Maintenance of grass football pitches is the responsibility of individual clubs in conjunction with the FA. Clubs that play at Step 1 to 6 of the National League System and Tiers 1 to 4 of the Women\u2019s Football Pyramid are eligible to apply for grants through the Premier League Stadium Fund in order to make improvements to their grounds. The Government is committed to delivering top class sports facilities across the country, so that everyone can take part in sport and physical activity. As part of this commitment, the Government is delivering an historic level of direct investment to build or upgrade thousands of grassroots sport facilities across the UK.<\/p>

Between 2021 and 2025, the UK Government is delivering investment of over £400 million to build or upgrade thousands of grassroots facilities across the UK. The largest component of this funding is the Multi-Sport Grassroots Facilities Programme, which is investing over £320 million in, among other things, new third generation playing surfaces.<\/p>

Government recognises the importance of levelling up grassroots facilities across the country and as part of the delivery of the Multi-Sport Grassroots Facilities Programme, we are analysing the need for future funding and how this will be delivered, taking into account the upcoming Spending Review.<\/p>

Government has been clear that the Football Association plays an integral role in the funding of grassroots facilities, and investment in both 3G and grass pitches remains a key priority. The Assets of Community Value scheme has successfully helped community groups to take ownership of the publicly and privately-owned local assets of community value which would otherwise be at risk of loss.<\/p>

The £150 million Community Ownership Fund helps communities across England, Scotland, Wales, and Northern Ireland to take ownership of assets at risk of closure.<\/p>

The safety of spectators at sporting events is of the highest importance to His Majesty\u2019s Government and we will continue to work closely with all relevant authorities to ensure that football fans can continue to enjoy the sport whilst attending matches safely.<\/p>

Local authorities issue safety certificates for relevant football stadia within their boundaries, and are responsible for local engagement and assessment. Sheffield City Council convened a Safety Advisory Group (SAG) meeting following the concerns raised by Newcastle United supporters who attended the FA Cup third round tie at Hillsborough Stadium on 7th January 2023. The Sports Minister, the Rt Hon Stuart Andrew MP, recently convened a round-table meeting with representatives from the football authorities to discuss issues relating to fan disorder at football matches, and the actions that all parties can continue to take. The safety of all players participating in football matches is a priority for the government and we are clear that pitch invasions are unacceptable.<\/p>

Prior to the start of the 2022/23 football season, the Premier League and English Football League publicised that any fan entering the pitch would be banned by the club they support for a minimum period of one year. These bans could also be extended to accompanying parents or guardians of children who take part in these activities. These measures are in addition to the existing Football Banning Order regime which can be imposed by a court for a football-related offence, including entering the pitch.<\/p>

In recent days I have met with the police and football authorities to review disorder at football matches and assess the measures in place to prevent large-scale pitch invasions.<\/p>
