Female Genital Mutilation (FGM) is a crime and it is child abuse. The Government is clear that we will not tolerate a practice that can cause extreme and lifelong suffering to women and girls.

The Home Office’s FGM unit delivers nationwide outreach on FGM. The Unit is providing outreach support to local areas and working to raise awareness of resources available to professionals, including training, best practice examples and information on legislation and policy. Resources include an e-learning package, various communication materials such as leaflets and posters highlighting the legislation and health impacts of FGM, and an online resource pack for local areas.

We ran a communications campaign between October 2018 and February 2019 to tackle FGM. The campaign sought to prevent FGM by changing attitudes among affected communities through raising awareness of the negative long-term health consequences of FGM. The campaign also raised awareness that FGM is a crime and encouraged communities to report via the NSPCC’s FGM helpline. The campaign supported the objectives of the cross-government Violence Against Women and Girls strategy.

Earlier this year, the Home Office trained around 1,300 professionals across the country on FGM and forced marriage protection orders. The events raised awareness of the scope and effectiveness of the orders, along with a practical guide to applying, with the aim of encouraging professionals to always consider them in any safeguarding plans.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4399", "label" : {"_value" : "Biography information for Victoria Atkins"} } , "answeringMemberConstituency" : {"_value" : "Louth and Horncastle"} , "answeringMemberPrinted" : {"_value" : "Victoria Atkins"} , "dateOfAnswer" : {"_value" : "2019-07-02", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-07-02T16:04:46.197Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2019-06-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Female Genital Mutilation"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what steps his Department is taking to increase education and awareness of female genital mutilation in the UK.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4599", "label" : {"_value" : "Biography information for Ross Thomson"} } , "tablingMemberConstituency" : {"_value" : "Aberdeen South"} , "tablingMemberPrinted" : [{"_value" : "Ross Thomson"} ], "uin" : "267358"} , {"_about" : "http://data.parliament.uk/resources/1122884", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1122884/answer", "answerText" : {"_value" : "

The decision by a patient to disclose female genital mutilation (FGM) to a healthcare professional is complex. The FGM Mandatory Reporting duty (which applies only when the patient is under 18) is just one aspect of this.

The Home Office amended the police Annual Data Requirement (ADR) to allow police forces the opportunity from April 2018 to record, on a voluntary basis, offences of FGM which were initially reported to the police under the FGM Mandatory Reporting Duty. Subject to data quality checks, we expect the first dataset under this new voluntary ADR collection to be published later this year. From April 2019, recording of this data under the ADR is mandatory.

In March 2019, the Ministry of Housing, Communities and Local Government allocated £375,000 for 37 local authority areas to fund locally-driven out-reach, engagement and communications on the practice of FGM. It is for Local Authorities to determine how best to utilise funding to combat the practice of FGM in their areas.

Data on FGM includes a 2015 City University and Equality Now study, part funded by the Home Office, which estimated that 137,000 women and girls who had migrated to England and Wales were living with the consequences of FGM, and approximately 60,000 girls aged 0-14 were born in England and Wales to mothers who had undergone FGM. The study also provides a breakdown of FGM prevalence estimates by local authority area which is available online at http://openaccess.city.ac.uk/12382/.

In addition, NHS Digital publishes data on the prevalence of FGM within the NHS in England. The most recent quarterly statistics were published in February 2019. Female Genital Mutilation (FGM) is a crime and it is child abuse. The Government is clear that we will not tolerate a practice that can cause extreme and lifelong suffering to women and girls

The Government has significantly strengthened the law in 2015 to improve protection for victims and those at risk, and to break down the barriers to prosecution.

Work to tackle FGM is an integral part of our cross-Government Violence Against Women and Girls (VAWG) strategy, published in March 2016. The Strategy commits to continue to challenge deep-rooted social norms, attitudes and behaviours that discriminate against and limit women and girls across all communities. As part of our commitment to tackling all forms of VAWG, we have pledged £100 million in funding, including the £17 million VAWG transformation fund. This year, we will refresh the strategy to ensure that we are doing all that we can to tackle crimes which disproportionately affect women.

In July 2017, the National FGM Centre received additional funding through the Department for Education’s Social Care Innovation Programme to sup-port its work through to the end of March 2020. The intention was for this funding to be time limited, with the Centre to be self-sustaining from April 2020. Therefore, the Home Office have no plans to contribute to the funding of the Centre beyond March 2020.

The Home Office does not hold information on the average cost of supporting an FGM victim in the UK. However, we are committed to continuing our work to protect and support victims and those at risk of this terrible crime.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4399", "label" : {"_value" : "Biography information for Victoria Atkins"} } , "answeringMemberConstituency" : {"_value" : "Louth and Horncastle"} , "answeringMemberPrinted" : {"_value" : "Victoria Atkins"} , "dateOfAnswer" : {"_value" : "2019-01-29", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "210636"} , {"_value" : "210638"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-01-29T17:10:04.657Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2019-01-21", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Female Genital Mutilation"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what recent steps the Government has taken to develop a cross-departmental strategy on tackling FGM.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4267", "label" : {"_value" : "Biography information for Sarah Champion"} } , "tablingMemberConstituency" : {"_value" : "Rotherham"} , "tablingMemberPrinted" : [{"_value" : "Sarah Champion"} ], "uin" : "210637"} , {"_about" : "http://data.parliament.uk/resources/1042108", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1042108/answer", "answerText" : {"_value" : "

An estimated 137,000 women in the United Kingdom are affected by female genital mutilation (FGM). NHS Digital publishes annual experimental statistics – the FGM Enhanced Dataset – which supports the Department’s FGM Prevention Programme by presenting a national picture of the prevalence of FGM in England. The most recent quarterly statistics, published in December 2018 and covering the period July-September 2018, show that there were 1,630 women and girls who had an attendance where FGM was identified or a procedure related to FGM was undertaken. These accounted for 2,025 attendances reported at National Health Service trusts and general practitioner practices where FGM was identified or a procedure related to FGM was undertaken. There were 925 newly recorded women and girls in this period.
