Improving the range of electric vehicles is primarily a matter for vehicle manufacturers, and this is something that is continuously being improved. Government will continue to support industry in doing this, we have committed £274m from the Industrial Strategy Challenge Fund to the Faraday Battery Challenge to advance electric vehicle battery technology. This funding is supporting battery R&D from the Faraday Institution’s academic research, through Innovate UK’s programme of collaborative applied R&D, to scale-up in the cutting-edge UK Battery Industrialisation Centre. The aims of the Faraday Battery Challenge include improving the energy density of batteries, improving our understanding of temperature effects on range, and reducing battery costs which will make longer range electric vehicles more affordable.

In the Road to Zero strategy, the UK Government committed to working with the Institute of the Motor Industry (IMI) to ensure the UK’s workforce of mechanics are well trained and have the skills they need to repair electric vehicles safely. Last year the Government’s Office for Low Emission Vehicles (OLEV) endorsed IMI’s TechSafe professional standards and register for electric vehicle technicians. People will be able to use the register to check the electric vehicle competencies of technicians at their garage, supporting consumer confidence in this growing market. OLEV has also endorsed the National Franchised Dealers Association’s Electric Vehicle Approved scheme to recognise expertise and promote industry standards in electric vehicle retail and aftersales. Today, owners of electric vehicles can have substantially lower fuel and maintenance costs compared to those with conventional vehicles. 100% electric vehicles are designed to be as efficient as possible and there are generally three main components powering the vehicle: the on board charger, inverter and motor. This means there is less wear and tear on the vehicle and little stress on the motor, with fewer moving parts sustainable to damage. This means electric vehicles have reduced servicing requirements and the running and repair costs are minimal.

Ofgem, the independent energy regulator, ensures – through the RIIO regulatory framework – that there is sufficient investment in electricity networks to deliver our net zero target and enable the transition to electric vehicles, whilst ensuring costs are kept down for consumers.

This is alongside numerous measures to prepare the electricity system for new sources of demand, including electric vehicles.

‘Smart’ charging of electric vehicles can reduce demands from EV charging at peak times to help manage grid capacity. The Government recently consulted on secondary legislation to mandate that all charge points sold or installed in the UK must be smart enabled.

In 2018, the Government established an Electric Vehicle Energy Taskforce. The Taskforce has now reported and published 21 proposals for Government, industry and Ofgem on how we can ensure the energy system is ready for the mass uptake of electric vehicles. Government is actively considering these proposals.

The Road to Zero strategy, published in July 2018, set out the Government’s mission to put the UK at the forefront of the design and manufacturing of zero emission vehicles, and for all new cars and vans to be effectively zero emission by 2040. Going beyond this, we will now consult on the earliest date we can phase out the sale of new conventional petrol and diesel cars, while minimising the impact on drivers and businesses.

We are investing nearly £1.5bn‎ between April 2015 and March 2021, with grants available for plug in cars, vans, lorries, buses, taxis and motorcycles. We also operate schemes to support charge point infrastructure at homes and workplaces and on residential streets. Our grant schemes and our £400m public-private Charging Infrastructure Investment Fund will see thousands more electric vehicle chargepoints installed across the UK. Along with the private sector Government will invest £1 billion in charging infrastructure – making sure that everyone is within 30 miles of a rapid charging station for electric vehicles.

We have consulted on proposals for chargepoints to be installed with all newly built homes in England, where appropriate, and will set out a vision in early 2020 for a core network of rapid and high powered chargepoints along England’s key road network. We have also consulted on the introduction of Green Number Plates for ultra low emission vehicles to raise awareness and help normalise cleaner vehicles and increase their uptake. The Go Ultra Low comms campaign is now into its fifth year. This joint government-industry campaign aims to inform vehicle purchasers about the benefits of ULEVs and to dispel widespread myths.

Government and industry have supported the installation of over 17,000 devices, providing over 24,000 publicly available chargepoints, of which over 2,400 are rapid chargepoints. We will invest £1 billion in completing a fast-charging network to ensure that everyone is within 30 miles of a rapid electric vehicle charging station. We will set out a vision by Spring 2020 for a core rapid charger network on England’s strategic road network. We will also consult on the earliest date we can phase out the sale of new conventional petrol and diesel cars, while minimising the impact on drivers and businesses. As detailed in our Manifesto last year, this Government’s first Budget will prioritise the environment, including electric vehicle infrastructure.

Our various grant schemes and the £400m Charging Infrastructure Investment Fund will see the installation of thousands more public chargepoints, with the first £70 million of investment adding 3,000 additional rapid chargepoints by 2024. On 21 January, we announced that Government has doubled the value of the On-street Residential Charging Scheme for 2020-2021 to £10 million to support the provision of up to 3,600 chargepoints for those that don’t have off-street parking.

We are confident that the grid will be able to cope with increased demand from electric vehicles. The electricity market is already set up to bring forward investment in generation capacity to meet demand. Ofgem, the independent energy regulator, ensures – through the RIIO regulatory framework – that there is sufficient investment in electricity networks to deliver our net zero target and enable the transition to electric vehicles. This is alongside numerous measures to ensure a smarter, more flexible energy system, to help increase the efficiency of the system to prepare for new sources of demand, including electric vehicles. For example, Government consulted last year on mandating that all chargepoints sold or installed in the UK have smart functionality. Smart charging during off-peak periods, when electricity demand is low, can help reduce electricity network constraints.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4580", "label" : {"_value" : "Biography information for Baroness Vere of Norbiton"} } , "answeringMemberPrinted" : {"_value" : "Baroness Vere of Norbiton"} , "dateOfAnswer" : {"_value" : "2020-02-04", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-02-04T14:08:57.753Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2020-01-21", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Electric Vehicles"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "Her Majesty's Government what steps they are taking to ensure that the (1) number of charging points, and (2) supply of electricity, are sufficient to support any increase in the number of electric vehicles in the UK.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4282", "label" : {"_value" : "Biography information for Lord Bourne of Aberystwyth"} } , "tablingMemberPrinted" : [{"_value" : "Lord Bourne of Aberystwyth"} ], "uin" : "HL599"} ], "itemsPerPage" : 10, "next" : "https://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-ddpCreated=2020-02-10T21%3A36%3A04.307Z&hansardHeading=Electric+Vehicles", "page" : 0, "startIndex" : 1, "totalResults" : 96, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
