Domestic abuse is a horrific crime and improving the response to domestic abuse is a key priority. As highlighted in the Tackling Domestic Abuse Plan 2022, we want to make it easier for victims to ask for help and report crimes.<\/p>
<\/p>
It is important that victims know domestic abuse will be taken seriously. Significant progress has been made by the National Police Chiefs Council and College of Policing since the 2021 HMICFRS report on policing of VAWG, including a Framework standardising a policing focus on prevention, action to pursue perpetrators and help build women\u2019s trust in policing.<\/p>
To further strengthen the police response to disclosures of domestic abuse, we have committed up to £3.3 million up to 2025 to bolster and encourage the uptake of the Domestic Abuse Matters training in police forces. And VAWG (including domestic abuse) has been added to the Strategic Policing Requirement (SPR), meaning it is set out as a national threat for forces to respond to alongside other threats such as terrorism, serious and organised crime and child sexual abuse.<\/p>
To make it easier for victims to ask for help in their local communities, we are now piloting the Ask for ANI (Action Needed Immediately) codeword scheme in 18 Jobcentres across the UK. The scheme has been available in participating pharmacies since January 2021. A postcode checker has been published on GOV.UK where victims can check for their nearest Ask for ANI location.<\/p>"}

Domestic abuse is a horrific crime and improving the response to domestic abuse is a key priority. That is why we introduced our landmark Domestic Abuse Act 2021 (the Act), which will provide further protections to the millions of people who experience domestic abuse and strengthen measures to bring perpetrators to justice, as well as transform the support we give to victims ensuring they have the protection they deserve.<\/p>
We expect police to treat all victims of domestic abuse with the sensitivity and compassion they deserve, which plays an important part in encouraging victims and survivors to report. Therefore, to strengthen the police response to domestic abuse and as part of our commitment in the Tackling Domestic Abuse Plan 2022 to support the development and further rollout of the Domestic Abuse Matters training, we have committed up to £3.3 million up to 2025 to bolster and encourage the uptake of this training in forces. We will beprioritising funding for those forces who have yet to undertake the training. As part of this commitment, we are also funding the development of a newmodule of the training that is targeted at officers investigating domestic abuse offences to enable further improvement in police responses to domesticabuse incidents.<\/p>
The Domestic Violence Disclosure Scheme (DVDS), also known as Clare\u2019s Law enables the police to disclose information to a victim or potential victim of domestic abuse about their partner\u2019s or ex-partner\u2019s previous abusive or violent offending either following a request for information by a victim, potential victim or an associated third party or following the police being in receipt of information requiring a disclosure. We have recently commenced section 77 of the Act which places the guidance which underpins the DVDS into statute and published updated guidance ahead of this. This places a duty on the police to apply the guidance unless there is good reason not to and will strengthen the visibility and consistent operation of the scheme. The guidance also makes clear that safeguarding the victim or potential victim is, at all times, a priority.<\/p>"}

The Home Office is grateful to the Domestic Abuse Commissioner for publishing the \u2018Safety Before Status: The Solutions\u2019 report and to the Commissioner\u2019s team and external partners for researching the vital issue of support for migrant victims and survivors of domestic abuse.<\/p>
We will continue to engage with the Commissioner\u2019s office on recommendations set out in the report, and across government. We have already begun to take forward work that stems from some of the recommendations.<\/p>
We are giving detailed consideration to the findings of this research in conjunction with the external evaluation of the Home Office funded Support for Migrant Victims Scheme pilot (SMV) and considering the wider policies affecting migrant victims and survivors of domestic abuse. Our official response will be published as soon as is practicable. In the meantime, we continue to provide £1.4 million per annum to fund support for all migrant victims of domestic abuse.<\/p>"}

Some victims, especially those with specific needs and vulnerabilities, including ethnic minority victims, may experience additional barriers to identifying, disclosing, seeking help or reporting abuse.<\/p>
That is why in tackling domestic abuse a \u201cone size fits all\u201d approach is not appropriate to support all victims. We also understand the importance of specialist and \u2018by and for\u2019 services in providing tailored support and understanding that ethnic minority victims and survivors of VAWG offences and domestic abuse need. These are services that are led, designed and delivered \u2018by and for\u2019 the users and communities they aim to serve. As a result, these organisations have the necessary skills and experience to provide appropriate support.<\/p>
On 22 November 2022, we commenced an open commercial competition (VAWG Specialist and Support Services Fund) for \u2018by and for\u2019 and specialist services. This will enable vital services, who are based in the communities they serve, to support victims often facing the greatest barriers to getting the help they need. We are able to fund this competition with up to £8.4 million (in total) to run over financial years 2023/24 and 2024/25, with up to £6 million ring-fenced grant funding for \u2018by and for\u2019 services over the two years.<\/p>
Whilst there is current international research on how colorimetry can assist the assessment of bruising in adults and children with darker skin this has yet to impact on NICE Guidance on bruising as of March 2021, or contemporary Royal College of Emergency Medicine Guidance.<\/p>"}
