For Disability Living Allowance (DLA), if a claim has been disallowed, a claimant is not eligible for any component of DLA, therefore no benefit is payable, including during the appeal phase. If the dispute is about eligibility to a higher rate and/or different component, as long as eligibility exists, the relevant component will remain in payment during the appeal phase.
