Information on trends in radio listening in the UK is published quarterly by Radio Joint Audience Research (RAJAR). According to RAJAR, digital radio's share of listening continues to grow steadily and digital radio now accounts for 45.3 per cent (Q2 2016) of all radio listening. Around 59 per cent of adults listen to digital radio services at least weekly. Supported by the growth of new commercial digital services, on current trends the radio industry expects digital's share of listening will overtake analogue by the end of 2017. At that point, Government has said it will need to consider the decision about the timetable for any future switch-off of analogue radio services.<\/del><\/p>

The Government is working with the radio industry to improve digital radio coverage for listeners across the UK. DCMS, the BBC and commercial radio are jointly funding the long term expansion of the local DAB network with the building of 182 new digital transmitters across Scotland, Wales, England and Northern Ireland and technical/frequency changes at a further 49 existing local DAB sites by the end of September 2016. As a result of this new investment, according to the independent communications regulator Ofcom, it is expected that local DAB coverage in Scotland will increase from 65% to 86% of households.<\/p>

Digital broadcasting services are regulated by Ofcom, the independent broadcasting regulator. Ofcom, is responsible for the licensing of digital radio multiplexes and for ensuring that a licence holder complies with the conditions of their licence.<\/p>

Ofcom is required under legislation, among other things, to further the interests of consumers in relevant markets, where appropriate by promoting competition and to secure the availability throughout the UK of a wide range of television and radio services which (taken as a whole) are both of high quality and calculated to appeal to a variety of tastes and interests.<\/p>

When considering an application to operate a digital radio multiplex or in the instance where an existing licence holder of a digital radio multiplex is seeking a change to the services broadcasting on the multiplex. Ofcom will take account of a digital radio multiplex licence holder\u2019s ensemble of digital sound programme services as a whole when considering whether such services appeal to a wide variety of tastes and interests. The Government set out its plans for digital radio in December 2013. We have always been clear that the listener is at the heart of any decision in relation to a digital radio switchover. With digital radio listening under 40% we concluded it was not the right time to announce a switchover or set any dates.<\/p>

Whilst we are fully committed to a digital future for the UK, a decision about the timetable for a future switchover will only be considered once 50 per cent of all radio listening is on digital platforms and local and national DAB coverage matches FM.<\/p>

As part of the Digital Radio Action Plan, DCMS worked with the Consumer Experts Group (originally formed to inform the digital TV switchover process) which included representatives from a number of consumer organisations*, including Age UK, in order to ensure the policy on digital radio takes account of a wide range of listeners needs.
