In July 2020, the Prime Minister launched ambitious plans to boost walking and cycling in England, with a vision for half of all journeys in towns and cities to be walked or cycled by 2030. This commitment is backed with £2 billion of investment over five years, including significant funding for local authorities to develop and deliver local cycling and walking networks, and for the National Cycle Network.<\/p>
The Department intends to publish the second statutory Cycling and Walking Investment Strategy (CWIS 2) later this year. It will reflect these new policies and the multi-year funding settlement for walking and cycling announced at the recent Spending Review. It will also reflect the commitment published in the Transport Decarbonisation Plan in 2021, to deliver a world class cycling and walking network in England by 2040.<\/p>

The Health Protection (Coronavirus, International Travel and Operator Liability) (England) Regulations 2021 and the elite sport stage 4 guidance on return to cross-border competition sets the framework for elite sports exemptions to self-isolation.<\/p>
<\/strong><\/p> It is for the National Governing Body to determine which disciplines or athletes meet the definitions within the legislation, and to issue the written evidence required to benefit from the exemption.<\/p> <\/strong> Cycling and walking deliver a range of health, economic and environmental benefits. These are detailed in the Prime Minister\u2019s Plan for cycling and walking (www.gov.uk/government/publications/cycling-and-walking-plan-for-england<\/a>) published on 28 July which sets an ambition for half of all journeys in towns and cities to be cycled or walked by 2030. A total of 72 per cent of accidents reported to the police in 2017 in Great Britain met these criteria<\/p> <\/p> Advice about potholes is available to local highway authorities through the UK Roads Liaison Group Code of Practice, \u201cWell Managed Highway Infrastructure\u201d. This Code provides guidance to highway authorities on maintaining and managing their highways for all road users.<\/p> <\/p> The Code refers to other advice, including the Pothole Review report published in 2012, which provides guidance on areas including preventative maintenance and delivering \u201cright first time\u201d pothole repairs. This Report was endorsed by a number of organisations, including the Cyclists\u2019 Touring Club, now Cycling UK and refers to the needs of cyclists when considering maintenance requirements. The Review report recommends that authorities consider the guidance provided in the ADEPT report, \u201cPotholes and Repair Techniques for Local Highways\u201d and adopt as appropriate to their local circumstances using a risk based approach which should take account of the need of cyclists.<\/p>"}
