In July 2020, the Prime Minister launched ambitious plans to boost walking and cycling in England, with a vision for half of all journeys in towns and cities to be walked or cycled by 2030. This commitment is backed with £2 billion of investment over five years, including significant funding for local authorities to develop and deliver local cycling and walking networks, and for the National Cycle Network.

The Department intends to publish the second statutory Cycling and Walking Investment Strategy (CWIS 2) later this year. It will reflect these new policies and the multi-year funding settlement for walking and cycling announced at the recent Spending Review. It will also reflect the commitment published in the Transport Decarbonisation Plan in 2021, to deliver a world class cycling and walking network in England by 2040.

Cycling and walking deliver a range of health, economic and environmental benefits. These are detailed in the Prime Minister’s Plan for cycling and walking (www.gov.uk/government/publications/cycling-and-walking-plan-for-england) published on 28 July which sets an ambition for half of all journeys in towns and cities to be cycled or walked by 2030. The plan includes a £2 billion package of funding for active travel over the next 5 years, which is the largest ever boost for cycling and walking, and which will deliver transformational change.

A more detailed consideration of the effects of cycling and walking informed the development of the Department’s Cycling and Walking Investment Strategy Model, the technical reports and annexes of which were published on gov.uk on 7 February (https://www.gov.uk/government/publications/cycling-and-walking-investment-strategy-active-travel-investment-models)
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3977", "label" : {"_value" : "Biography information for Chris Heaton-Harris"} } , "answeringMemberConstituency" : {"_value" : "Daventry"} , "answeringMemberPrinted" : {"_value" : "Chris Heaton-Harris"} , "dateOfAnswer" : {"_value" : "2020-10-08", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-10-08T11:47:34.277Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2020-10-05", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Cycling"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, what recent assessment his Department has made of the effect of cycling on (a) physical health, (b) mental health and (c) the environment.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4378", "label" : {"_value" : "Biography information for Colleen Fletcher"} } , "tablingMemberConstituency" : {"_value" : "Coventry North East"} , "tablingMemberPrinted" : [{"_value" : "Colleen Fletcher"} ], "uin" : "98984"} , {"_about" : "http://data.parliament.uk/resources/1175742", "AnsweringBody" : [{"_value" : "Department for Digital, Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1175742/answer", "answerText" : {"_value" : "

The focus of Road Traffic Forecasts 2018 (RTF18) was to forecast road traffic by motorised modes and does not include forecasts of cycling traffic.

To produce the forecasts, the National Transport Model (NTM) does takes account of the travel choice between walking, cycling, rail and bus as well as car. However, the NTM is not designed to forecast cycling levels, which will be influenced by a range of factors not included in the model.

The Department has a dedicated model which has been designed to account for the specific factors which influence cycling. We plan to include a forecast of cycling demand using this model in an upcoming call for engagement document to be published as part of the Department’s work to develop a transport decarbonisation plan.

In relation to the proportion changes in miles cycled, the Department produces estimates of actual volumes of cycle traffic in Great Britain, the latest estimates for which are 2018. These show that cycling levels on roads in England and Wales increased 3.3% between 2015 and 2018. 2019 estimates are due to be published in June 2020 [Source: 2018 Road Traffic Estimates, https://www.gov.uk/government/collections/road-traffic-statistics/].

The Department has no plans to change national speed limits.

Local traffic authorities are responsible for setting speed limits on local roads and for targeting their funding on measures that are most effective in ensuring that their roads become safer. To assist with this, the Department published guidance to local highway authorities on setting speed limits in 2013, and furthermore last year published an evaluation into the effectiveness of 20mph speed limits. The 2016 update to the TSRGD (Traffic Signs Regulations and General Directions) also made significant changes to facilitate and reduce the cost of providing 20 mph zones in England, allowing traffic authorities to place repeater speed signs and/or speed roundel road markings as well as traffic calming features.

In April 2017 the Government published its first statutory Cycling and Walking Investment Strategy, setting out its ambition to make cycling and walking the natural choice for shorter journeys. And in July 2019, the Government published the Road Safety Statement 2019: a lifetime of road safety. This includes a two-year action plan to address a range of road safety issues which will improve safety for cyclists.

The Department does not collect data on the cause of road accidents, or on potholes in road accidents specifically.

Contributory factors assigned by police officers do not assign blame for the accident to any specific road user, however they do provide some insight into why and how road accidents occur. They give an indication of which factors the attending officer thought contributed to the accident. Officers do not need to carry out a full investigation of the incident before allocating contributory factors; they usually use professional judgement about what they can see at the scene.

For each year where contributory factors data is available (2005 to 2017), the number of reported pedal cyclist fatalities in England where a contributory factor of ‘poor or defective road surface’ was reported in the accident is provided in the table. There were no pedal cyclist fatalities in Coventry in accidents where this contributory factor was recorded for the years 2005 to 2017.

Not all accidents are included in the contributory factor data; only accidents where the police attended the scene and reported at least one contributory factor are included. A total of 72 per cent of accidents reported to the police in 2017 in Great Britain met these criteria

Advice about potholes is available to local highway authorities through the UK Roads Liaison Group Code of Practice, “Well Managed Highway Infrastructure”. This Code provides guidance to highway authorities on maintaining and managing their highways for all road users.

The Code refers to other advice, including the Pothole Review report published in 2012, which provides guidance on areas including preventative maintenance and delivering “right first time” pothole repairs. This Report was endorsed by a number of organisations, including the Cyclists’ Touring Club, now Cycling UK and refers to the needs of cyclists when considering maintenance requirements. The Review report recommends that authorities consider the guidance provided in the ADEPT report, “Potholes and Repair Techniques for Local Highways” and adopt as appropriate to their local circumstances using a risk based approach which should take account of the need of cyclists.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3991", "label" : {"_value" : "Biography information for Jesse Norman"} } , "answeringMemberConstituency" : {"_value" : "Hereford and South Herefordshire"} , "answeringMemberPrinted" : {"_value" : "Jesse Norman"} , "dateOfAnswer" : {"_value" : "2018-10-09", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-10-09T12:23:39.16Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2018-09-13", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Cycling"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, what recent estimate he has made of the number of cyclists who have died due to potholes on roads in (a) Coventry and (b) England in each year for which information is available; and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/308", "label" : {"_value" : "Biography information for Mr Jim Cunningham"} } , "tablingMemberConstituency" : {"_value" : "Coventry South"} , "tablingMemberPrinted" : [{"_value" : "Mr Jim Cunningham"} ], "uin" : "174621"} ], "itemsPerPage" : 10, "next" : "https://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&hansardHeading=Cycling&writtenParliamentaryQuestionType=NamedDay", "page" : 0, "startIndex" : 1, "totalResults" : 44, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
