The Government signed the Istanbul Convention to signal the UK’s strong commitment to tackling violence against women and girls.

The Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Act 2017 requires Ministers to publish annual reports on their progress towards being able to ratify the Convention. The next progress report is due to be published by 1 November 2019. This will, like previous reports, cover measures taken by the devolved administrations.

Following consultation with the Scottish Government and Northern Ireland Department of Justice, the Domestic Abuse Bill includes measures extending the extraterritorial jurisdiction of the criminal courts in Scotland and Northern Ireland (as well as in England and Wales) to certain violent and sexual offences, and provides for a new domestic abuse offence in Northern Ireland. These legislative changes will support ratification of the Convention.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4399", "label" : {"_value" : "Biography information for Victoria Atkins"} } , "answeringMemberConstituency" : {"_value" : "Louth and Horncastle"} , "answeringMemberPrinted" : {"_value" : "Victoria Atkins"} , "dateOfAnswer" : {"_value" : "2019-09-09", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-09-09T15:23:58.093Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2019-09-02", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what steps the Government is taking to complete the ratification of the Istanbul Convention on preventing and combating violence against women and domestic violence; and what recent discussions the Government has had with devolved Administrations on the necessary legislative changes to complete the ratification.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4490", "label" : {"_value" : "Biography information for Dame Andrea Jenkyns"} } , "tablingMemberConstituency" : {"_value" : "Morley and Outwood"} , "tablingMemberPrinted" : [{"_value" : "Andrea Jenkyns"} ], "uin" : "285010"} , {"_about" : "http://data.parliament.uk/resources/1084463", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1084463/answer", "answerText" : {"_value" : "

The Government signed the Istanbul Convention to signal the UK’s strong commitment to tackling violence against women and girls (VAWG). As the recently published progress report sets out, in most respects the UK already complies with, or goes further than the Convention requires. We have significantly strengthened the legislative framework; introduced new protective tools; and issued a range of guidance and support for frontline professionals.

We have always been clear on our commitment to ratifying the Convention. The Domestic Abuse Bill will be another step towards meeting that commitment by extending extraterritorial jurisdiction over offences required by the Convention which, for England and Wales, is the final legislative step necessary for ratification. We are committed to consulting widely as we develop the proposals for the draft Domestic Abuse Bill. We are keen to hear from experts, including charities, service providers and legal experts, to understand their views and ensure that the voices of domestic abuse victims and survivors are heard. This will take place shortly.

As the criminal law and the majority of the areas covered by the Convention are devolved to Scotland and Northern Ireland, the Devolved Administrations are considering what legislative or other changes are necessary for compliance with the Convention in their territories. The Government liaises regularly with the Devolved Administrations on VAWG issues and we will continue working closely with the Scottish Government and Northern Ireland Executive to ensure we are taking a coordinated approach on this agenda.

The Government signed the Istanbul Convention to signal the UK’s strong commitment to tackling violence against women and girls (VAWG). This Government remains fully committed to ratifying, once the UK is fully compliant with the Convention.

Since signing the Convention in 2012, we have continued to step up our efforts to combat VAWG; we have strengthened the law; introduced new protective tools; and issued a range of guidance and support for frontline professionals.

In most respects the UK already complies with, or goes further than the Convention requires. However there remains one outstanding issue in relation to extra-territorial jurisdiction (ETJ) which needs to be addressed and this requires primary legislation. We will introduce the ETJ measures necessary for compliance in England and Wales as part of the Domestic Abuse Bill and we are engaging with the Devolved Administrations on the measures necessary to ensure compliance in Scotland and Northern Ireland.

This Government supported The Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Act 2017, which requires the Secretary of State to lay a report before Parliament on the measures being taken to enable the UK to ratify the Istanbul Convention.

The Government will be publishing this report by 1 November 2017, as required by the Act.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4071", "label" : {"_value" : "Biography information for Sarah Newton"} } , "answeringMemberConstituency" : {"_value" : "Truro and Falmouth"} , "answeringMemberPrinted" : {"_value" : "Sarah Newton"} , "dateOfAnswer" : {"_value" : "2017-10-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-10-16T15:24:03.373Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2017-10-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, whether the Government plans to incorporate the Istanbul Convention on violence against women into UK law.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4521", "label" : {"_value" : "Biography information for Liz Saville Roberts"} } , "tablingMemberConstituency" : {"_value" : "Dwyfor Meirionnydd"} , "tablingMemberPrinted" : [{"_value" : "Liz Saville Roberts"} ], "uin" : "106629"} ], "itemsPerPage" : 10, "next" : "https://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-date=2019-11-04&hansardHeading=Council+of+Europe+Convention+on+Preventing+and+Combating+Violence+against+Women+and+Domestic+Violence", "page" : 0, "startIndex" : 1, "totalResults" : 34, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
