Addressing religious tensions in the Central African Republic (CAR) is an important part of supporting international efforts to protect the population from ongoing violence. The Inter-Religious platform in CAR is made up of Muslim and Christian leaders and has been at the forefront of peace-building and reconciliation efforts, engaging with communities that have been directly affected by sectarian violence in CAR. We welcome their efforts to promote dialogue, and have called for similar actions from CAR's transitional government. The UN Mission to the Central African Republic (CAR), MINUSCA, assumed responsibility for peacekeeping in CAR on 15 September. MINUSCA is funded from the UN\u2019s Peacekeeping Budget, to which the UK is a significant contributor.<\/p>
The mission\u2019s mandate specifies that it should provide \u201csupport for the disarmament, demobilization and reintegration of former armed elements, with specific attention to children, and the repatriation of foreign elements, as well as community violence-reduction programmes\u201d. However, the Mission remains in its early stages and has faced operational challenges due to high levels of violence across the country. Once security improves, and staff numbers increase, the UN will, with the support of the international community, begin to take forward work aimed at disarmament, demobilisation and reintegration (DDR) of rebel fighters.<\/p>

We remain extremely concerned by the situation in the Central African Republic (CAR). High levels of violence continue across the country, and huge numbers of the population have been displaced. The UN estimates that the whole population has been affected by this conflict in some way and that over 2.5 million people (more than half of the population) are in dire need of humanitarian assistance, including protection, food, health, water and sanitation and shelter.<\/p>
Our immediate focus is on working with the international community to protect civilians from violence and providing humanitarian support. The UK\u2019s support has included £23m humanitarian aid to CAR; logistical support to the French and EUFOR missions; and financial support to MISCA. In December 2013 the UN declared a Level 3 crisis in CAR which is in effect until December 2014. The UK welcomed the UN declaration which more accurately reflected the severity of the situation on the ground and brought much needed attention and resources from across the UN system to respond to the crisis.<\/p>

The UK has been closely monitoring the situation and has committed a total of £18 million in humanitarian funding to CAR in 2014 to help hundreds of thousands of people, along with £7 million in Cameroon and Chad to assist CAR refugees. The funds are going towards the protection of civilians, urgent medical assistance, and to food security and livelihoods assistance through UN agencies, the Red Cross and NGOs. In 2014, the UK is the third largest bilateral humanitarian donor to CAR after the USA (£87 million) and the EU (£39 million). The UK\u2019s combined bilateral and multilateral contributions (through the EU and the UN\u2019s Central Emergency Response Fund) to the CAR crisis total £27 million in 2014.<\/p>
