The Government has provided multiple avenues of funding to address dangerous cladding in all eligible residential buildings above 11m in England.<\/p>

Where developers have signed the developer remediation contract, they will remove dangerous cladding themselves, or reimburse the Government where government funds have already been used to do so. For other buildings, the Cladding Safety Scheme will ensure that cladding is removed where necessary at no cost to leaseholders.<\/p>

Building owners must make their buildings safe without delay. It is unacceptable that some are deliberately holding up remediation works by refusing to sign legal agreements that allow Government funding to be released.<\/p>

Regulatory bodies, the Secretary of State, and leaseholders have legal powers to compel building owners to fix their buildings. We are working with regulators to ensure that rogue building owners are held to account. The Department is already pursuing legal action against Grey GR, the owner of Vista Tower in Stevenage.<\/p>

Building owners need to minimise the impact of remediation works on residents, and contractors undertaking work should consider carefully how to make work less disruptive and intrusive where possible, listening to residents of the buildings undergoing remediation. The Government published a draft of the developer remediation contract on 13 July 2022 and has since received comments and held discussions on the draft with various parties. We are in advanced negotiations with developers to finalise the contract, which will make the commitments in the developer pledge (published in April) legally binding. The English Housing Survey provides estimates[1] of the extent of different insulation measures in the English housing stock. These estimates suggest that 6.3m solid walls remain uninsulated, 5.4m cavity walls remain uninsulated, and 3.2m lofts have less than 100mm of insulation (this figure excludes homes that do not have a loft \u2013 for example, homes with a loft conversion). Only 1.9m homes currently have floor insulation.<\/p>

<\/p>

It should be noted, particularly for higher cost measures like solid wall insulation, that not all these untreated properties need to be improved, as some of these improvements would not be considered cost effective, practical or affordable on an individual property basis. Energy efficiency is a matter for the devolved administrations, who will have equivalent estimates for their countries.<\/p>

Building owners and industry should make buildings safe without passing on costs to leaseholders and we are introducing new measures that will legally require building owners to prove they have tried all routes to cover costs. The Government has announced a globally unprecedented investment of over £5 billion in building safety and hundreds of thousands of leaseholders will be protected from the cost of remediating unsafe cladding from their homes. The Secretary of State is looking closely at this issue to make sure everything is being done to support leaseholders. Further detail on the support offer for leaseholders in residential buildings of 11-18 metres will be released when all options have been fully considered.
