The Department is responsible for healthcare in England. In Northern Ireland, health is a transferred matter.

Improving early diagnosis of cancer, including breast cancer, is a priority for NHS England. NHS England has an ambition to diagnose 75% of cancers at stage 1 or 2 by 2028, which will help tens of thousands of people live longer. The National Health Service in England carries out approximately 2.1 million breast cancer screens each year in hospitals and mobile screening vans, usually in convenient community locations.

The Department is committed to improving waiting times for cancer treatment across England. We will start by delivering an extra 40,000 operations, scans, and appointments each week, as the first step to ensuring early diagnosis and faster treatment.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1506", "label" : {"_value" : "Biography information for Andrew Gwynne"} } , "answeringMemberConstituency" : {"_value" : "Gorton and Denton"} , "answeringMemberPrinted" : {"_value" : "Andrew Gwynne"} , "dateOfAnswer" : {"_value" : "2024-08-01", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-08-01T09:14:28.477Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2024-07-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Breast Cancer"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what steps he plans to take to ensure that people with breast cancer receive (a) an early diagnosis and (b) swift treatment.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4827", "label" : {"_value" : "Biography information for Claire Hanna"} } , "tablingMemberConstituency" : {"_value" : "Belfast South and Mid Down"} , "tablingMemberPrinted" : [{"_value" : "Claire Hanna"} ], "uin" : "1818"} , {"_about" : "http://data.parliament.uk/resources/1696682", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1696682/answer", "answerText" : {"_value" : "

The Department has not yet assessed the potential impact of breast cancer monitoring devices. This technology is at an early stage and further evidence is needed before we can assess whether it could be trialled in medical settings.

NHS England has an ambition to diagnose 75% of cancers at stage one or two by 2028, which will help tens of thousands of people live for longer. NHS England is working to meet the Faster Diagnosis Standard (FDS) which sets a target of 28 days from urgent referral by a general practitioner or screening programme, to patients being told that they have cancer, or that cancer is ruled out.

In January 2022 the Department provided £10 million of funding for 28 new breast screening units and nearly 60 life-saving upgrades to services in the areas where they are most needed, so more women can be checked for signs of cancer, speeding up diagnosis and treatment.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4044", "label" : {"_value" : "Biography information for Andrew Stephenson"} } , "answeringMemberConstituency" : {"_value" : "Pendle"} , "answeringMemberPrinted" : {"_value" : "Andrew Stephenson"} , "dateOfAnswer" : {"_value" : "2024-03-26", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "19145"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-03-26T11:35:55.447Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2024-03-18", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Breast Cancer"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what assessment she has made of the potential impact of breast cancer monitoring devices on global health outcomes.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4638", "label" : {"_value" : "Biography information for Mr Tanmanjeet Singh Dhesi"} } , "tablingMemberConstituency" : {"_value" : "Slough"} , "tablingMemberPrinted" : [{"_value" : "Mr Tanmanjeet Singh Dhesi"} ], "uin" : "19146"} , {"_about" : "http://data.parliament.uk/resources/1673081", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1673081/answer", "answerText" : {"_value" : "

There are no such plans to make a comparative assessment. Cancer survival is measured in cohorts, so the 2010 comparison point uses the 2006-10 cohort, compared to the latest available data which reflects the 2016-20 cohort.  In England, breast cancer net survival rate for the 2016-20 cohort one year after diagnosis was 96.1% compared to 94.4% for the 2006-10 cohort. The five-year survival rate was 85.9% for the 2016-20 cohort compared to 83.2% for the 2006-10 cohort.

The Department has undertaken analyses previously, especially of comparative cancer survival rates and contributors to variations between different countries. However, the different factors and methods used in such analyses are very complex and subject to interpretation of issues such as public health, risk factors, and patient pathways.

An example of this can be seen in the Department’s evidence to the Health and Social Care Select Committee Inquiry into cancer services, submitted and published in September 2021. More information is available at the following link:

Improving early diagnosis of cancer including breast cancer is a priority for the National Health Service. The NHS has an ambition to diagnose 75% of cancers at stage 1 or 2 by 2028, which will help tens of thousands of people live for longer. Additionally, the new cancer standards developed and supported by cancer doctors and implemented in October 2023 will ensure patients are diagnosed faster and treatment starts earlier.

The NHS Cancer Programme has also commissioned five new cancer clinical audits including metastatic breast cancers. These will provide timely evidence for cancer service providers where patterns of care in England may vary, increase the consistency of access to treatments and help stimulate improvements in cancer treatment and outcomes for patients. The Royal College of Surgeons began work on this audit in October 2022 with the first outcomes expected in 2024.
