Of this total amount, 218 million litres (29 percent) is produced from UK feedstocks, 429 million litres, (57 percent) is produced from feedstocks sourced from elsewhere in the EU, and 111 million litres (15 percent) is produced from feedstocks sourced from the rest of the world.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3991", "label" : {"_value" : "Biography information for Jesse Norman"} } , "answeringMemberConstituency" : {"_value" : "Hereford and South Herefordshire"} , "answeringMemberPrinted" : {"_value" : "Jesse Norman"} , "dateOfAnswer" : {"_value" : "2018-09-14", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-09-14T10:42:45.317Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2018-09-10", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Biofuels"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, what proportion of bio-ethanol fuel comes from sources in (a) the UK, (b) the EU and (c) the rest of the world.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/318", "label" : {"_value" : "Biography information for John Spellar"} } , "tablingMemberConstituency" : {"_value" : "Warley"} , "tablingMemberPrinted" : [{"_value" : "John Spellar"} ], "uin" : "172422"} , {"_about" : "http://data.parliament.uk/resources/945609", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/945609/answer", "answerText" : {"_value" : "

The UK government has committed to work towards no food waste being sent to landfill by 2030 in its Clean Growth Strategy, published in October 2017. 113 local authorities out of 326 in England currently offer a separate food waste collection service and we encourage all local authorities to consider introducing separate food waste collection when opportunities arise to include these in collection contracts.

In the 25 Year Environment Plan, we committed to working to support an increase in the number of councils with separate food waste collections. We will outline our plans for this in our Resources and Waste Strategy, which will be published this autumn. This will include how we will fulfil our commitments to the circular economy package where bio-waste including food waste recycling must be offered for households.

We recognise the energy generation potential of food waste, when collected separately and sent to anaerobic digestion (AD), though we need to be conscious of some of the unintended consequences for air pollution that can arise.

A rapid increase in palm oil production in the last decade has acted as a driver of deforestation and land use change, contributing to increased carbon emissions. The EU is seeking to correct this by restricting the extent to which crop-based biofuels can count towards renewable energy targets.

Palm oil has not been used in biofuel in the UK for several years and as such the Department has not made an assessment of the potential merits of the proposed EU restriction on use.

The UK is committed to supporting sustainable trade for key commodities associated with deforestation, including palm oil. We are signatory to the Amsterdam Declarations, have endorsed the New York Declaration on Forests, and are a member of the Tropical Forest Alliance 2020. All of these initiatives support action to prevent deforestation and encourage the sustainable production of key commodities.

In September we published “The Renewable Transport Fuel Obligations Order, Government response to the consultation on amendments”. Appendices of Annex A of that Government response include details of the evidence and assumptions underpinning our analysis of the costs and benefits of the proposals. Table 30 in Appendix 3 includes estimates of waste-based biodiesel supply to 2020 and beyond.

Biofuel statistics setting out the amount of biofuel by feedstock reported under the Renewable Transport Fuel Obligation (RTFO) are published on the Department for Transport pages of the gov.uk website. These statistics indicate that the volume of waste-based biodiesel supplied was as follows (a) 742 million litres in 2014-15, (b) 749 million litres in 2013-14, and (c) 461 million litres in 2012-13.

Ministers and officials meet regularly with representatives from fuel suppliers and counterparts in other countries, and discuss a wide range of issues.

Details of meetings taking place with either Ministers or the Permanent Secretary and external organisations are published on a quarterly basis and are available via the gov.uk website.

Other officials at the Department are not required to keep a record of meetings attended and a comprehensive list of meetings with fuel suppliers and counterparts in other countries could only be obtained at disproportionate cost. However, officials hold regular meetings with such parties. These include stakeholder meetings and workshops with fuel suppliers affected by the Renewable Transport Fuel Obligation, and regular meetings with counterparts from other EU Member States as part of the Concerted Action on Renewable Energy Sources group. Information on Concerted Action is available at https://www.ca-res.eu/index.php?id=2

The Low Carbon Vehicle Partnership, sponsored by Government and industry, runs a working group which considers E10 as well as new labelling requirements under the Alternative Fuels Infrastructure Directive. This group takes into account experiences in other countries. Details of working group meetings are at
