The Government believes that all customers, wherever they live, should have appropriate access to banking and cash services, and is monitoring this issue closely.<\/p>

Though the closure of bank or building society branches are commercial decisions, it is imperative that firms recognise the needs of all their customers, including those who need to use in-person services.<\/p>

Guidance from the FCA sets out its expectation of firms when they are deciding to reduce their physical branches or the number of free-to-use ATMs. The FCA\u2019s guidance is clear that firms are expected to carefully consider the impact of planned branch closures on their customers\u2019 everyday banking and cash access needs, and put in place alternatives, where this is reasonable.<\/p>

UK customers can access banking services through a number of different channels. This includes in branches, Post Offices or Banking Hubs, as well as via telephone banking and through digital means such as mobile or online banking.<\/p>

The Post Office allows personal and business customers to carry out everyday banking services at 11,500 Post Office branches across the UK. Banking Hubs are an initiative which enable customers of participating banks to access cash and banking services in shared facilities. Nonetheless, the Government believes that the impact of branch closures should be mitigated where possible so that all customers, wherever they live, continue to have access to appropriate banking services.<\/p>

The Government supports industry working together to provide alternative banking and cash services, such as Banking Hubs. To date, industry has committed to delivering new shared Banking Hubs in over 90 communities. Further alternative options to access everyday banking services can be via telephone banking, through digital means such as mobile or online banking and via the Post Office. The Post Office Banking Framework allows 99% of personal banking and 95% of business customers to deposit cheques, check their balance and withdraw and deposit cash at 11,500 Post Office branches across the UK.<\/p>

Guidance from the Financial Conduct Authority also sets out its expectation of firms when they are deciding to close their branches. Firms are expected to carefully consider the impact of a planned closure on their customers\u2019 everyday banking and cash access needs, particularly for customers in vulnerable circumstances, and consider possible alternative access arrangements. This seeks to ensure the implementation of closure decisions is done in a way that treats customers fairly. The government recognises that cash continues to be used by millions of people across the UK, including those who may be in vulnerable groups.<\/p>

The government legislated through the Financial Services and Markets Act 2023 to establish a new legislative framework to protect access to cash. This establishes the Financial Conduct Authority (FCA) as the lead regulator for access to cash and provides it with responsibility and powers to seek to ensure reasonable provision of cash withdrawal and deposit facilities.<\/p>

In the context of this legislation, the financial services sector is working together to develop and provide shared services, such as Banking Hubs. While Banking Hubs are a commercial initiative, the government encourages a swift rollout of these services. The Financial Conduct Authority estimates that 1.1 million of UK adults (2.1%) were \u2018unbanked\u2019 in May 2022 \u2013 down from 1.3 million UK adults (2.5%) in 2017.<\/p>

The government is committed to improving access to financial services and recognises that access to a transactional bank account is key to enabling people to manage their money on a day-to-day basis effectively, securely and confidently. That is why the Payment Account Regulations 2015 require the largest UK banking providers to provide fee-free Basic Bank Accounts to anyone who doesn\u2019t already have a current account. As of 30 June 2022 there were 7,361,707 basic bank accounts open in the UK.<\/p>

In addition, the Chancellor has written to the FCA to request an urgent review into the matter of \u2018de-banking\u2019 more broadly. The FCA have agreed to undertake this review, and to share the evidence and findings with the Treasury. The Government consulted specifically on the issue of contract termination and freedom of expression for payment service providers as part of its review of the relevant regulations \u2013 the Payment Services Regulations 2017 \u2013 and is currently reviewing responses to determine if legislative change is needed.<\/p>

The Government is committed to bringing a Written Ministerial Statement before the House to report on the Government\u2019s findings on this matter, and to set out if any changes to regulation are necessary, ahead of its formal response to the Review.<\/p>

Concerning closures relating to Political Exposed Persons (PEPs) specifically, the Financial Services and Markets Act 2023 commits the FCA to carry out a review into financial institutions\u2019 adherence to the FCA\u2019s guidance on PEPs. This guidance is clear that financial institutions should not decline or close a business relationship with an individual solely on the basis that they are a PEP.<\/p>

I have written to the FCA to set out the Government\u2019s expectations for this review and have made clear that the FCA must assess the extent to which firms are taking a blanket approach and refusing all PEP customers.<\/p>

I have also additionally written to underline the importance of the FCA\u2019s review and set out the Government\u2019s expectation that the FCA will prioritise this review over the coming months.<\/p>

The Government believes that all customers, wherever they live, should have appropriate access to banking services. Nonetheless, decisions on opening and closing branches are a commercial issue for banks and building societies. The Government does not intervene in these decisions or make direct assessments of these branch networks.<\/p>

Guidance from the Financial Conduct Authority sets out its expectation of firms when they are deciding to reduce their physical branches or the number of free-to-use ATMs. Firms are expected to carefully consider the impact of planned branch closures on the everyday banking and cash access needs of their customers and consider possible alternative access arrangements. This ensures that the implementation of closure decisions is undertaken in a way that treats customers fairly.<\/p>

Regarding the ATM network specifically, LINK (the scheme that runs the UK's largest ATM network) has commitments to protect the broad geographic spread of free-to-use ATMs and is held to account against these commitments by the Payment Systems Regulator.<\/p>

Alternative options for access can be via telephone banking, through digital means such as mobile or online banking, and the Post Office. The way consumers and businesses interact with their banking and make payments continues to develop at pace, bringing significant benefits to those who choose to opt for the convenience, security, and speed of digital services.<\/p>

In recognition that cash continues to be used by millions of people across the UK, the government is currently taking legislation through Parliament as part of the Financial Services and Markets Bill to protect access to cash. The Bill will establish the Financial Conduct Authority (FCA) as the lead regulator for access to cash and provide it with appropriate powers to seek to ensure reasonable provision of withdrawal and deposit facilities. These powers will allow the FCA to have regard to factors it considers appropriate, which could include cost for users.<\/p>

Regarding in-person banking services, the government believes that everyone, wherever they live, should have appropriate access to banking services. However, decisions on opening and closing branches, and the provision of in-person services, are a commercial issue for banks and building societies.<\/p>

Guidance from the FCA sets out its expectation of firms when they are deciding to reduce their physical branches or the number of free-to-use ATMs. The guidance has recently been strengthened and clearly expects firms to put in place alternatives, where this is reasonable, to ensure customer needs are met. Where firms fall short of expectations, the FCA may ask for closures to be paused or other options to be put in place.<\/p>

Alternative options to access cash and in-person banking services can be via the Post Office and other industry initiatives including cash pods, mobile banking vans and shared banking hubs. The Post Office Banking Framework allows 99% of personal banking and 95% of business customers to deposit cheques, check their balance and withdraw and deposit cash at 11,500 Post Office branches across the UK.
