The welfare of unaccompanied asylum-seeking children is an absolute priority. We are fully adhering to our statutory duties and we have improved both our facilities and the way we deal with arrivals in response to the unprecedented rise in small boat crossings.

Young people are prioritised to ensure the necessary welfare and security checks are completed in the shortest amount of time. After this they are collected by a local authority and cared for by social services.

We have contracted a team of social workers as a temporary measure to support the Kent Intake Unit, with the aim of strengthening the unit’s age assessment and child safeguarding processes.

KIU includes a non-detained facility (called the ‘Atrium’) where asylum claimants are able to wait once their asylum claim has been registered and it has a specific area for minors and other vulnerable customers which is operated by the Refugee Council (NGO) under contract from the Home Office.

The National Transfer Scheme never stopped. I am very grateful for the ongoing assistance of many local authorities. In 2020, the National Transfer Scheme (NTS) placed 480 unaccompanied asylum-seeking children into local authority placements across the UK.

We recently consulted on a more sustainable long-term future model for the NTS designed to ensure unaccompanied asylum-seeking children are placed in an equitable and fair manner in local authorities across the UK.

I am grateful to local authorities for their thoughtful and considered consultation responses. We received over 200 responses, including some which captured the views and experiences of young people. The number of unaccompanied children who make asylum claims is published in the quarterly immigration statistics. The latest statistics can be found at the following link: https://www.gov.uk/government/statistical-data-sets/asylum-and-resettlement-datasets#asylum-applications-decisions-and-resettlement

Protecting vulnerable children is a key priority for the Government and the Home Office takes its responsibility for the welfare of children very seriously. Section 55 of the Borders, Citizenship and Immigration Act 2009 requires the Secretary of State to make arrangements for ensuring that immigration, asylum and nationality functions are discharged having regard to the need to safeguard and promote the welfare of children who are in the UK.

All Home Office staff with responsibility for interviewing and making decisions on asylum claims from children will have received specific training as a precursor to considering claims from children.

In line with our published guidance on handling asylum claims from children, once a child is encountered, the relevant local authority children’s services will be contacted and informed of the arrival and a referral made. Any modern slavery or urgent welfare concerns must be dealt with as a matter of priority.

Thereafter Home Office staff have an ongoing obligation to escalate any welfare concerns they have to the local authority children’s services throughout the course of the asylum process. In 2019, the UK received more asylum applications from unaccompanied children than any other country in Europe.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4311", "label" : {"_value" : "Biography information for Baroness Williams of Trafford"} } , "answeringMemberPrinted" : {"_value" : "Baroness Williams of Trafford"} , "dateOfAnswer" : {"_value" : "2021-02-22", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-02-22T17:26:50.337Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2021-02-08", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Asylum: Children"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government how many unaccompanied asylum-seeking children reached Britain in each of the last three years; and what plans they have to ensure the (1) identification, (2) safety, and (3) wellbeing, of these children.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/2018", "label" : {"_value" : "Biography information for Lord Hylton"} } , "tablingMemberPrinted" : [{"_value" : "Lord Hylton"} ], "uin" : "HL13095"} , {"_about" : "http://data.parliament.uk/resources/1281011", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1281011/answer", "answerText" : {"_value" : "
