Approximately 40 individuals have been prosecuted on their return from Syria, either because of offences committed overseas or for activity linked to their involvement in conflict overseas. The offences cover TACT offences and non-TACT offences, but are only included if they were the result of investigations into terrorist-related activity. Not all of the convictions relate to activity in Syria or even TACT offences. All 40 were found guilty of the offences they were charged with.<\/p>

We do not comment on specific operational matters in order to protect our national security so as not to reveal operational tactics. It would therefore be inappropriate to break down these figures further or to release information about the specific cases involved.<\/p>

Please note that the safety and security of our country, our people and our communities remains the Government\u2019s number one priority.<\/p>

Around 900 people of national security concern travelled from the UK to engage in the conflict in Syria and Iraq. Of these, approximately 20% have been killed while overseas, and around 40% have returned to the UK.<\/p>

The majority of those who have returned, did so in the earlier stages of the conflict, and were investigated on their return. A significant proportion of these individuals are assessed as no longer being of national security concern.<\/p>

The Government values the role of Europol in helping law enforcement agencies coordinate investigations into serious and organised cross border crime and terrorism. That includes the European Counter Terrorism Centre (ECTC) which was set up in 2016 as an operations centre and hub of expertise for EU Member States at Europol. Since September 2017 the UK has embedded UK Police Officers within the ECTC and works closely with our European partners through the centre.<\/p>

Information exchange between UK authorities and Europol is well-established and takes place on a daily and routine basis on a wide range of criminal activity. This includes information sharing to tackle the threat of terrorism and cooperation continues to assist UK efforts to tackle cross-border terrorist activity impacting on the UK.<\/p>

Where there is evidence that crimes have been committed, foreign fighters should be brought to justice in accordance with due legal process. The UK takes extra-territorial jurisdiction for most terrorism offences, so that we are able to prosecute people in the UK for terrorism activity undertaken overseas if this is appropriate.<\/p>

There are also other criminal offences, including murder, for which the UK takes extra-territorial jurisdiction. Criminal investigations and decisions to prosecute depend on the circumstances of each individual case and are a matter for the police and CPS.<\/p>

Figures on the number of people who have returned to the UK from all conflict zones are not available. However, the Police have estimated that around 700 people from the UK who are of concern are thought to have travelled to the Syria/Iraq region since the start of the conflict, and that around half of those have returned.
