We are making good progress on implementation of the Government\u2019s Anti-social Behaviour Action Plan that was published in March 2023. We have banned nitrous oxide, increased fines for fly-tipping, littering and graffiti, and over 80,000 hours of uniformed patrols have been undertaken, targeting areas blighted by anti-social behaviour in 10 police force areas.<\/p>

From 1st April we will be providing funding of £66m to every police force in England and Wales to support a hotspot enforcement approach for both anti-social behaviour and serious violence across England and Wales from April onwards.<\/p>

Decisions about local policing, are for operationally independent Chief Constables. They are best placed to use their local knowledge and experience to serve local communities, including incidents such as neighbourhood disputes where there is a need for the police to be involved.<\/p>

Democratically elected PCCs, or mayors with these functions, are responsible for holding Chief Constables to account for their running of the force.<\/p>

As set out at the National Policing Board on 31 January, we do however, expect Chief Constables and PCCs to put neighbourhoods at the heart of local policing plans. More generally, the Government is committed to giving the police the resources they need.<\/p>

We have delivered our commitment to recruit 20,000 additional police officers, with over 149,000 officers in England and Wales, which is higher than the previous peak before the Police Uplift Programme in March 2010.<\/p>

The plan is backed by £160m of funding and includes supporting the provision of Immediate Justice, by issuing out of court disposals with conditions to swiftly repair any damage. This has started in 10 initial trailblazer police force areas, including West Yorkshire. In addition, we are funding a police and other uniformed presence to clamp down on anti-social behaviour, targeting hotspots. \u2018Cuckooing\u2019 is most commonly associated with the county lines drug distribution model. That\u2019s why, as part of our ambitious 10-year Drugs Strategy, we are investing up to £145m over three years to tackle drugs supply and county lines activity, taking action against county lines holders and safeguarding children and vulnerable people.<\/p>

The targeted stakeholder engagement exercise, announced as part of the Government\u2019s Anti-Social Behaviour Action Plan in March 2023, was conducted over the spring/summer of this year. Officials engaged on the potential merits and scope of a new offence to tackle cuckooing with a variety of key stakeholders such as the police, CJS partners, local authorities, other Government departments, specialists in the field which included academics and NGOs, and the Devolved Governments.<\/p>

As part of the Action Plan, we re-launched the Community Trigger as the \u2018Anti-social Behaviour Case Review\u2019, providing greater clarity on how and when it can be used, and encouraging agencies to automatically conduct reviews once the threshold has been hit. On 27 March, the Government launched the Anti-social Behaviour Action Plan (https://www.gov.uk/government/publications/anti-social-behaviour-action-plan<\/a>) which sets out a new framework for the Government, police forces, Police and Crime Commissioners (PCCs), local authorities and other partners \u2013 such as housing associations and youth offending teams \u2013 to work together to prevent and tackle anti-social behaviour.<\/p>

This plan is backed by £160m of funding. This includes up to £60m to fund an increased police and other uniformed presence to clamp down on anti-social behaviour, targeting hotspots. We are working with 10 police force areas who have started their patrols in July 2023 and from 2024 we will support a hotspot approach across every police force area in England and Wales, which will see thousands of additional patrols taking place in places blighted by anti-social behaviour.<\/p>

In addition, we are providing up to £50m to establish new Immediate Justice pathways aimed at delivering swift, visible punishment for anti-social behaviour. This has started in 10 initial trailblazer police force areas in July 2023 and will be rolled out across England and Wales in 2024.<\/p>

On 6 July, we launched a further fifth round of the Safer Streets Fund, which will support local initiatives aimed at increasing the safety of public spaces, including town centres, by tackling neighbourhood crime, anti-social behaviour and violence against women and girls. Since the fund launched in 2020, we have invested £120 million through four rounds supporting 270 projects across England and Wales, with a range of interventions including CCTV cameras.<\/p>
