The Government keeps all official health data related to alcohol consumption and alcohol related harms under regular review. The 2021 Public Health England publication, Monitoring alcohol consumption and harm during the COVID-19 pandemic, found that increases in alcohol consumption since the beginning of the pandemic tended to be among people who were already heavy drinkers before this period, which may be a factor in the increase.

The most effective way to prevent alcohol specific deaths, is drinking within the United Kingdom Chief Medical Officers’ low-risk drinking guidelines, namely under 14 units per week. The Government is supporting people who drink above low-risk levels to reduce their alcohol consumption. As part of the NHS Health Check, questions are asked about alcohol consumption, and appropriate advice given to support people to make healthier choices. Those identified to be drinking at higher-risk levels are referred for liver investigation. The Government has no current plans to legislate to introduce a close season for hares in England. The Action Plan for Animal Welfare in 2021 made a commitment to consider such legislation and it remains an option. An industry-led, non-statutory code of practice to protect hares in England is already in place which states that lethal control to prevent damage to crops should only be carried out in the winter months of January and February when vegetation is low and hares are easily visible. These months avoid the main breeding season and thereby reduce risks to dependent young.

The government has a long standing commitment to ensure that high quality music education is not the preserve of the wealthy, but the entitlement of every single child, and that this is reflected in the government’s refreshed National plan for music education, which was published in 2022. This plan sets out the department’s strategy up to 2030 and its vision to enable all children and young people to learn to sing, play an instrument and create music together, as well as to have the opportunity to progress their musical interests and talents, including professionally.

As part of the plan, schools are expected to teach music for at least one hour a week from Key Stages 1 to 3, to provide access to singing and instrument lessons and to offer a range of music experiences, such as music events and trips to professional concerts. The network of Music Hubs has a vital role to play in supporting schools to deliver this. Working together, schools and Music Hubs can ensure children have access to all the benefits of a wider musical education through instrumental lessons, loans and ensembles, as well as offering clear and affordable progression routes and continuing professional development to teachers around music.

The government values the many achievements that the existing Music Hub network has made since 2012, including the work they now do with around 90% of all schools. This is why the department has invested around £380 million of funding in Music Hubs between 2016 and 2021 to ensure all children, whatever their background, have access to a high quality music education. Since 2021, the department has continued to provide £79 million a year for Music Hubs, on average around 40% of their income, with the remaining funding coming mainly from parents and schools.

Further to this, as part of the plan published in 2022, the government announced a £25 million capital fund for musical instruments, which will be distributed across all Music Hubs from September 2024. This will allow schools and Music Hubs to continue to work together to ensure more children and young people have access to musical instruments, as well as access to a high quality music education and to develop their musical interests and potential.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4703", "label" : {"_value" : "Biography information for Baroness Barran"} } , "answeringMemberPrinted" : {"_value" : "Baroness Barran"} , "dateOfAnswer" : {"_value" : "2024-05-09", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2024-05-09T15:25:53.423Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "60"} , "answeringDeptShortName" : {"_value" : "Education"} , "answeringDeptSortName" : {"_value" : "Education"} , "date" : {"_value" : "2024-04-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Music: Education"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government what is their latest assessment of the opportunities for children to learn to play a musical instrument while at school.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4303", "label" : {"_value" : "Biography information for Baroness Kennedy of Cradley"} } , "tablingMemberPrinted" : [{"_value" : "Baroness Kennedy of Cradley"} ], "uin" : "HL4100"} ], "itemsPerPage" : 10, "next" : "https://eldaddp.azurewebsites.net/answeredquestions.text?min-answer.dateOfAnswer=2017-07-19&_page=1&houseId=2&dateTabled=2024-04-25", "page" : 0, "startIndex" : 1, "totalResults" : 33, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
