(i) The COP26 President, the Rt Hon Alok Sharma MP, three of his Private Office, and the UK COP26 Envoy stayed at the Four Seasons Hotel in Seoul, South Korea for two nights in October 2020 to meet with government ministers, parliamentarians, businesses and international organisations.<\/p>

The Government is committed to continuing support for school breakfast clubs and the Department is investing up to £30 million between July 2021 and July 2024 to continue the national programme. This funding will support up to 2,500 schools in disadvantaged areas meaning that thousands of children from low-income families will be offered free nutritious breakfasts to better support their attainment, wellbeing and readiness to learn. The focus of the programme is to target the most disadvantaged areas of the country, including the Department\u2019s Education Investment Areas.<\/em><\/p>

Over 2,100 schools are currently participating in the programme, and the supplier, Family Action, is continuing to recruit more schools. Family Action has estimated that 270,000 children are having a breakfast from the programme on an average school day.<\/p>

Research shows the positive impact of school breakfasts. An Education Endowment Fund evaluation of the earlier Magic Breakfast programme, found that supporting schools to run a free of charge, universal breakfast club before school delivered an average of 2 months\u2019 additional progress for pupils in Key Stage 1 with moderate to low security. Schools also saw an improvement in pupil behaviour and attendance.<\/p>

It also found that pupils who attended breakfast clubs had reduced hunger and improved concertation levels in class. The Independent Review of Children\u2019s Social Care made a series of recommendations that aim to reduce the number of children in care, including creating more options for children to remain safely within their family networks. The department is rapidly working up an ambitious and detailed implementation strategy that will be published early this year.<\/p>

Early help services continue to play an important role in promoting safe, stable and resilient families, thus reducing the need for intervention, including care placements. The government recently announced over £1 billion for programmes to improve early help services from birth to adulthood.<\/p>

The government recognises the importance of reducing the number of placements for children in the care system. However, placements can be the right option for some children. We are committed to the health service learning from child deaths. In 2018, NHS England supported the establishment of the National Child Mortality Database (NCMD) to record comprehensive data on the circumstances of children\u2019s deaths and reduce preventable child mortality in England.<\/p>

<\/p>

The Government is considering the NCMD report on Sudden and Unexpected Deaths in Infancy and Childhood published in December 2022.<\/p>

<\/p>

Instances of sudden unexpected death in infancy often link in with wider health disparities and modifiable factors such as smoking in pregnancy and in the home. Frontline health professionals have tools and processes in place to deliver guidance to families to promote safe sleeping for babies. There is a significant amount of work taking place to tackle smoking in pregnancy, across many agencies.<\/p>

<\/p>

The National Institute for Health and Care Research is funding a study looking at promoting safer sleeping for babies in high-risk groups in England and a research project into effective mechanisms for reducing abusive head trauma in young infants.<\/p>

<\/p>

The Department is working with the Department for Levelling Up, Housing and Communities to help tackle unsafe homes. This includes developing new guidance on damp and mould for the housing sector, extending the Decent Home Standard to the private rented sector and a number of other amendments through the Renters Reform Bill and Social Housing (Regulation) Bill.<\/p>
