Support for the vaccine programme has been provided at the local and regional levels by clergy engaging pastorally in their communities, and the use of cathedrals and larger churches as vaccination centres. There are no specific plans to review the long-term infection prevention and control (IPC) measures in intensive care units (ITU). However, we have committed to publish a National Infection Prevention Manual for England that will contain guidelines for IPC best practice across healthcare settings. All National Health Service providers will be expected to deliver care to the standards outlined in this guidance.<\/p>

The United Kingdom IPC COVID-19 cell monitors and reviews emerging evidence and data and guidance on effective IPC. I know that this has been a very difficult time for LCF bondholders. The Government has announced that it will establish a compensation scheme that will provide 80% of LCF bondholders\u2019 principle investment up to a maximum of £68,000. The scheme will be available to all LCF bondholders who have not already received compensation from the Financial Services Compensation Scheme (FSCS).<\/p>

The Treasury is working to finalise the details of the scheme and guidance for bondholders on their next steps. The Government will provide further details on how the scheme will operate in due course. Bondholders do not need to do anything at this stage.<\/p>

The Financial Services Compensation Scheme (FSCS) will administer the Scheme. They are committed to ensuring that payments are made to all eligible LCF bondholders within 6 months of the Compensation (London Capital & Finance plc and Fraud Compensation Fund) Bill securing Royal Assent. This Bill was brought forward by the Government at the earliest possible opportunity and was introduced on 12 May 2021.<\/p>

Defra took the decision to delay the introduction of fees for import checks of high-priority plants from the EU for 5 months to give businesses more time to prepare and adjust to the new charging arrangements. This has enabled an accurate calculation of the fees and allowed businesses more time to successfully implement the change. During this time, Defra communicated extensively with industry and stakeholder groups to ensure they were prepared for the new fees coming in.<\/p>

The methodology used to calculate fees for plant health services was agreed with trade following a fees review and consultation in 2017.<\/p>

It has long been UK Government policy to charge for many publicly provided goods and services. The standard approach is to set fees to recover the full costs of service delivery. This relieves the general taxpayer of costs, so that they are properly borne by users who benefit from a service. This allows for a more equitable distribution of public resources and enables lower public expenditure and borrowing. Defra plant health services operate in line with that principle and have done for many years. Plant health fees are reviewed regularly and adjusted to ensure no under, or over, recovery of costs and amended as necessary.<\/p>
