The High Income Child Benefit Charge (HICBC) was introduced to ensure that support is targeted at those who need it most. It applies to anyone with an income over £50,000 who claims Child Benefit, or whose partner claims Child Benefit. The tax charge increases gradually for taxpayers with incomes between £50,000 and £60,000.<\/p>

<\/p>

Families in which at least one taxpayer has an income over £60,000 can choose not to receive the Child Benefit, which means that they do not have to pay the tax charge at all. Those who continue to receive Child Benefit must register for Self Assessment to declare their Child Benefit payments and pay the tax charge through their tax return. HM Revenue and Customs (HMRC) encourages customers to contact it straightaway to pay the tax charge and the vast majority do so.<\/p>

The Government appreciates the problems that housing benefit claimants can sometimes face in finding accommodation in the private rented sector. We strongly encourage landlords and agents to consider all potential and existing tenants claiming housing benefit on an individual basis. We have published a new How to Let guide on 26 June to help landlords better understand their rights and responsibilities. At present, the English Housing Survey Headline Report 2016-17 (published February 2018) shows that 22 per cent of households privately renting are in receipt of housing benefit.<\/p>

A number of MHCLG policies work to combat discrimination and unfair practices. These include the introduction, in April 2018, of banning orders and a database of rogue landlords and agents designed to remove the worst landlords and agents from the sector. The requirement, since 1 October 2014, for letting and managing agents in England to belong to a Government approved redress scheme, giving tenants access to free dispute resolution where problems, including those related to discrimination, occur in relation to their agent. In addition, we are committed to requiring all landlords to be members of a redress scheme to ensure that all tenants, not just those who use agents, have access to quick and easy dispute resolution when things go wrong. The Vulnerable Children\u2019s Resettlement Scheme (VCRS) resettles \u2019at-risk\u2019 refugee children from the Middle East and North Africa (MENA) region, including their families. Our aim is to resettle up to 3,000 people (children and families, where the child at risk is part of a family unit) through the scheme by 2020.<\/p>

The scheme does not solely target unaccompanied children, but on UNHCR\u2019s advice also extends to vulnerable \u2018children at risk\u2019, such as those threatened with child labour, child marriage and other forms of abuse or exploitation. It is open to all at risk groups and nationalities within the region.<\/p>

The scheme, which is the largest resettlement effort aimed specifically at children at risk from the MENA region, is in addition to the Government\u2019s commitment to resettle 20,000 refugees from Syria under the Vulnerable Persons Resettlement Scheme (VPRS).<\/p>

New figures from NHS England indicate that the majority, around 140 out of 195 clinical commissioning groups (CCGs) have now approved FreeStyle Libre or uptake. For example, the inclusion of a specific Goal 16 on inclusive, peaceful societies in the 2030 Agenda. We have scaled up our support to the Open Government Partnership\u2019s global work and launched a new Transparency Agenda in 2018 promoting civic engagement in decision-making. And we have recently agreed a new centrally managed programme supporting the Westminster Foundation for Democracy to promote inclusive, democratic politics in a range of developing countries.<\/p>

DFID promotes democratic institutions and politics in many of our focus countries, alongside the Foreign & Commonwealth Office, through support to build effective parliaments, and political parties; and empower civil society to hold governments to account.
