The Emergency Services Mobile Communications Programme has worked with the
Mobile Network Operators (MNOs) since February 2013, running a series of
supplier workshops and market engagement sessions throughout 2013 and the first
quarter of 2014 ahead of procurement launch. The MNOs have run a series of
capability demonstrations, organised by the Programme, to showcase development
of this technical solution. The Programme has confidence that this capability
is deliverable. The MNOs met the Minister for the Cabinet Office during
February 2014, where they confirmed their ability and willingness to deliver
the technology required to enable the emergency services to operate effectively
over a commercially available mobile network, including provision of

Under our reforms the market will be opened up to a diverse range of new rehabilitation providers, so that we get the best out of the public, voluntary and private sectors, at the local as well as national level. Protecting the public must remain our top priority,and the new National Probation Service will manage all offenders who pose a high risk of harm to the public or have committed the most serious offences. The Secretary of State will continue to issue national standards for the management of offenders, and the Government will place contractual requirements on Community Rehabilitation Companies (CRCs) to ensure that the risk of harm posed by offenders is effectively managed. Providers bidding to run CRCs will need to demonstrate in their bids how they would deliver high quality rehabilitative support to offenders, and they will be held to account to deliver these services in their contracts. Bidders will also need to demonstrate how they will maintain a workforce with appropriate levels of competence and training to deliver these services.<\/p>

Our proposals will be affordable within the context of the MoJ commitment to deliver annual savings of over £2 billion by 2014/15. We plan to make efficiency savings through the use of competition, the introduction of private and voluntary sector providers, and by consolidating back-office functions within the public sector. The Criminal Injuries Compensation Authority (CICA) divides its case work between six teams, each of which handles applications from a particular region of Great Britain. When the need arises they also create cross-regional special exercise teams to carry out projects. All of these teams work from a single office. Northern Ireland has a separate Criminal Injuries Compensation Scheme, which CICA does not administer. The six regional teams are numbered as follows:<\/p>

CICA publish detailed datasets of their staff numbers broken down by job title<\/a>, but these do not specify which regional team someone works in. The table below sets out how many staff CICA employed on the dates specified, and how many of those were senior decision makers (SDMs) and decision makers (DMs) in each region. CICA may move staff between regions throughout the year to fill temporary staff vacancies or address variances in the number of cases each region is handling. These figures do not show if staff were temporarily redeployed to assist another region on the date specified.<\/p>

In recent years CICA have invested in improved technology and introduced more efficient processes which have allowed them to reduce administration costs while maintaining high levels of customer satisfaction.<\/p>
