If the churchyard is open, then the Parochial Church Council is responsible for maintenance and upkeep. If it has been closed for burials by Order in Council, the statutory responsibility falls to the Local Authority unless a local arrangement has been reached. I will ask the diocese to make contact with the Parochial Church Council and Local Authority to see if they can offer advice.<\/p>

Local Authorities are able to make small grants available to Parochial Church Councils to support the maintenance and upkeep of a churchyard, whether open or closed. The Windsor Framework ensures that subsidy control provisions work as intended, serving to avoid market distortion on the island of Ireland, without interfering with Northern Ireland\u2019s place in the UK internal market. It is consistent with Northern Ireland\u2019s full access to both the UK and EU markets, which is what Northern Ireland businesses have consistently asked for.<\/p>

In the case of the Energy Bills Discount Scheme (EBDS), where targeted support was provided to energy and trade intensive industries, under the relevant provisions set out under Article 10 of the Windsor Framework, there is a proven genuine and material link to Northern Ireland\u2019s trade with the EU, not least with regard to the all-island Single Electricity Market. The EBDS scheme provides equivalent levels of support in Great Britain and Northern Ireland.<\/p>

Over the last three years, 110 applications to Mother and Baby Units (MBUs) have been approved. In the year to March 2023, 51 women and 44 babies were received into MBUs; compared with 39 women and 40 babies in the previous reporting year. Not all mother and babies that move onto a Mother & Baby Unit will be separated due to the child reaching 18 months old. As it would be necessary to review, individually, the records of each of the women accommodated on MBUs over the last three years to determine this, the information requested could not be provided without incurring disproportionate cost.<\/p>

MBUs operate an 18-month upper age limit, as explained in the Policy Framework \u2018Pregnancy, Mother and Baby Units (MBUs), and Maternal Separation from Children up to the Age of Two in Women\u2019s Prisons\u2019<\/em>. Consideration of this upper age limit was included in the 2020 policy review and is informed by the available research which has identified that, from 18 months onwards, babies may become more aware of their environment and so being in a custodial setting after that age may adversely impact a child\u2019s development. However, it is fully recognised that there may be cases where it is in the best interests of the child for this age limit to be extended. As such, mothers can apply for an extension to the 18-month age limit, where this is applicable.<\/p>
