The Church Commissioners intend to distribute £1.2 billion between 2023 and 2025, up 30% from £930 million in the current three-year period, to support the Church\u2019s mission and ministry, including through parishes across England. The core of the extra funding will be channelled into the revitalisation of parish and local ministry and go some way to continue enabling local parishes to serve their communities and the whole nation. Parish churches are signing up to the Eco Church scheme, which asks them to consider how they manage their building and their carbon footprint, and how they manage their churchyard or other land around the church for the benefit of people and nature. It also asks them to integrate environmental issues into their worship and teaching, to join in with wider environmental issues in their community and beyond, and to challenge congregation members to take steps to reduce carbon and take care of the planet in their own lives.

As of October, over 4,000 CofE churches have signed up to the Eco Church scheme, 1,350 have reached bronze, just over 400 silver and 25 gold. Case studies can be seen here:

Projects include replacing heating systems with heat pumps or direct electric heating, a community garden in urban Liverpool, and a wild flower garden in the space next to the graveyard in a Sheffield city church. Unprecedented outbreaks of avian influenza are being seen across the UK, Europe and North America in both kept and wild birds. We recognise the significant threat highly pathogenic avian influenza (HPAI) is posing to wild birds, and in particular our seabird populations and it is deeply saddening to see the impact this is having on these important species.<\/p>

Defra's disease control measures seek to contain the number of animals that need to be culled, either for disease control purposes or to safeguard animal welfare. Our approach aims to reduce adverse impacts on the rural and wider economy, the public, rural communities and the environment (including impact on wildlife), whilst protecting public health and minimising the overall cost of any outbreak.<\/p>

On the 31 August 2022, Defra and the Welsh Government published the Mitigation strategy for avian influenza in wild birds in England and Wales<\/a> which supports our Notifiable Avian Disease Control Strategy for Great Britain<\/a> and contains guidance to support land managers and ornithologists in mitigating the impact of avian influenza in wild birds. While this Strategy is applicable to England and Wales, all four UK administrations work closely together with the aim of providing, where possible, a consistent and coordinated response to disease prevention, mitigation, and control across the UK.<\/p>

Expert advice is sought by the Chief Veterinary Officer (CVO) and animal health policy officials through the Ornithology Expert Panel (OEP) which includes representatives from BTO, WWT, RSPB and JNCC and from the National Experts Group (NEG). In addition, Defra and the Welsh Government have commissioned JNCC to establish an Avian Influenza Wild Bird Recovery Advisory Group. The group will gather information from conservation, land management and wildlife disease experts from a range of organisations to assess what further conservation and monitoring actions can be implemented with respect to wild birds. HM Revenue & Customs publishes statistics on the United Kingdom's international trade in goods including with the EU and these are regularly reviewed by Defra. We have committed to review the targets in the plan in 2027. This will occur ahead of the 2029-2034 water company planning cycle (PR29) once new information, including from companies' business plans, is available. This will allow us to establish if companies can go further and faster to achieve the storm overflow targets in the Plan without having a disproportionate impact on consumers bills.<\/p>

Tackling the root cause of storm overflows is a priority in the Storm Overflows Discharge Reduction Plan, which sets out how better rainwater management is key to achieving reduction in sewage discharges from storm overflows. Water quality in the River Tyne is influenced significantly by historical metal mines in the region. Defra and the Environment Agency (EA) are working in partnership with the Coal Authority on the Water and Abandoned Metal Mines Programme. The River Tyne is a priority for action. The Nent Haggs mine water treatment scheme<\/a>, expected to start operating in summer 2023, will capture up to 3 tonnes of zinc and cadmium each year and improve water quality in 60km of rivers. The similar scale Nenthead mine water treatment scheme<\/a> is also being developed. This year, contaminated sediment containing about 0.3 tonnes of zinc, lead and cadmium was removed from two check-weirs, in the River Nent and River West Allen, decreasing the amount of metals accumulating in the Tyne Estuary sediments.<\/p>

In August, we also launched the most ambitious plan to reduce sewage discharges from storm overflows of any government.\u202fOur new strict targets will see the toughest ever crack down on sewage spills and will require water companies to secure the largest infrastructure programme in water company history - £56 billion capital investment over 25 years.\u202f\u202fOur Plan will protect biodiversity, the ecology of our rivers and seas, and the public health of our water users for generations to come.<\/p>

The EA will not hesitate to take the strongest enforcement action against polluters \u2013 up to and including prosecution, when this is required.
