The Government signed the Istanbul Convention to signal the UK’s strong commitment to tackling violence against women and girls (VAWG). On 30 October 2018, in line with the requirements of the Preventing and Combating Violence Against Women and Domestic Violence (Ratification of Convention) Act 2017, we published a progress report which set out that, in most respects, the UK already complies with, or goes further than, the Convention requires. We have significantly strengthened the legislative framework; introduced new protective tools; and issued a range of guidance and support for frontline professionals.

We have always been clear on our commitment to ratifying the Convention. The Domestic Abuse Bill will be another step towards meeting that commitment by extending extraterritorial jurisdiction over offences required by the Convention which, for England and Wales, is the final legislative step necessary for ratification. We published the Domestic Abuse Bill in draft form for pre-legislative scrutiny on 21 January 2019.

As the criminal law and the majority of the areas covered by the Convention are devolved to Scotland and Northern Ireland, the Devolved Administrations are considering what legislative or other changes are necessary for compliance with the Convention in their territories. The Government liaises regularly with the Devolved Administrations on VAWG issues and we will continue working closely with the Scottish Government and Northern Ireland Executive.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4399", "label" : {"_value" : "Biography information for Victoria Atkins"} } , "answeringMemberConstituency" : {"_value" : "Louth and Horncastle"} , "answeringMemberPrinted" : {"_value" : "Victoria Atkins"} , "dateOfAnswer" : {"_value" : "2019-01-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-01-28T16:13:27.087Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2019-01-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what the timetable is for the ratification of the Istanbul Convention in full.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4062", "label" : {"_value" : "Biography information for Lord Goldsmith of Richmond Park"} } , "tablingMemberConstituency" : {"_value" : "Richmond Park"} , "tablingMemberPrinted" : [{"_value" : "Zac Goldsmith"} ], "uin" : "211250"} , {"_about" : "http://data.parliament.uk/resources/1047060", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1047060/answer", "answerText" : {"_value" : "
The UK Government provides long-term support for LGBT+ rights in Russia. Officials from the British Embassy in Moscow have registered concerns about the situation for LGBT+ people in Chechnya at a senior level with the Russian Ministry of Foreign Affairs.

As the Foreign Secretary and I made clear earlier this month, we are deeply concerned about recent reports of a renewed wave of persecution of LGBT+ people in Chechnya. Persecution for being LGBT+, in any country in the world, is abhorrent.

Following these renewed reports of persecution, the UK Government has worked closely with international partners to communicate to Russia that persecution of LGBT+ people in Chechnya is completely unacceptable. This includes joint statements from the EU Spokesperson, from the EU to the OSCE (the latter of which Russia is a member of) and the Equal Rights Coalition. We have focused on calling out Russia’s lack of a credible investigation, and impunity for the perpetrators of this persecution. We are now working to sustain this strong and united international response.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/343", "label" : {"_value" : "Biography information for Sir Alan Duncan"} } , "answeringMemberConstituency" : {"_value" : "Rutland and Melton"} , "answeringMemberPrinted" : {"_value" : "Sir Alan Duncan"} , "dateOfAnswer" : {"_value" : "2019-01-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2019-01-28T16:59:00.867Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2019-01-25", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Chechnya: LGBT+ People"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent representations his Department has made to the Russian officials on the persecution of LGBT+ people in Chechnya.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4264", "label" : {"_value" : "Biography information for Stephen Doughty"} } , "tablingMemberConstituency" : {"_value" : "Cardiff South and Penarth"} , "tablingMemberPrinted" : [{"_value" : "Stephen Doughty"} ], "uin" : "211780"} , {"_about" : "http://data.parliament.uk/resources/1047682", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1047682/answer", "answerText" : {"_value" : "
