Clinical commissioning groups (CCGs) should have regard to the National Institute for Health and Care Excellence (NICE) guideline on the assessment and treatment of people with fertility problems when commissioning services for which they are responsible. This includes the recommendation in the guideline that three cycles of in-vitro fertilisation be offered to qualifying couples where the woman is under the age of 40 and one cycle where the woman is between the ages of 40 and 42.

The NICE guideline is evidence based best practice for clinicians but is not mandatory. The availability of National Health Service funded fertility treatment is and always has been a matter for local determination. Decisions on the level of service provision are underpinned by clinical insight and knowledge of local healthcare needs and priorities.

NHS England is currently undertaking a project to develop a benchmark price for NHS in-vitro fertilisation. This will help CCGs improve value for money in their commissioning. The Human Fertilisation and Embryology Authority are finalising some good practice advice for CCGs about the commissioning of fertility services, which should help improve the quality of commissioning decisions.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4065", "label" : {"_value" : "Biography information for Dame Jackie Doyle-Price"} } , "answeringMemberConstituency" : {"_value" : "Thurrock"} , "answeringMemberPrinted" : {"_value" : "Jackie Doyle-Price"} , "dateOfAnswer" : {"_value" : "2018-11-06", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-06T11:11:00.473Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health and Social Care"} , "answeringDeptSortName" : {"_value" : "Health and Social Care"} , "date" : {"_value" : "2018-10-30", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Fertility: Medical Treatments"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health and Social Care, what steps his Department takes to (a) support fertility treatment in the NHS and (b) ensure NHS England and Clinical Commissioning Groups deliver fertility treatments in line with NICE guidelines.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4056", "label" : {"_value" : "Biography information for Nic Dakin"} } , "tablingMemberConstituency" : {"_value" : "Scunthorpe"} , "tablingMemberPrinted" : [{"_value" : "Nic Dakin"} ], "uin" : "185587"} , {"_about" : "http://data.parliament.uk/resources/997553", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/997553/answer", "answerText" : {"_value" : "

As set out on the 26 June at the Justice Select Committee and in the 2017 manifesto, we remain committed to building up to 10,000 modern and decent prison places to replace old, expensive and unsuitable accommodation.

In the Budget 2018 it was announced that we now intend to build the second prison at Glen Parva through public capital. This will enable the prison to open earlier than originally planned to meet the needs of the growing and complex prison population. The redevelopment will be subject to value for money and affordability tests. While we cannot comment at this stage on the anticipated cost, the newest prison in the estate, HMP Berwyn in North Wales, cost £220 million when it was built in 2015-16. Only PF2 is being retired. We will continue to explore funding routes for the delivery of the remainder of the new places, including through private investment.

The average cost per prisoner, costs per prison place and overall prison unit costs for each private and public sector prison in England and Wales are routinely published by Her Majesty’s Prison and Probation Service. This information is produced on an annual basis and is published after the end of each financial year in the Prison and Probation Performance Statistics pages on the www.gov.uk website.

We are investing tens of millions extra in prisons to ensure they remain places of rehabilitation and safe for prisoners and staff. A breakdown on cost details per prison place in respect of public sector prisons and those operated under contract (which includes privately financed prisons) can be found within the link under the file named: Costs per prison place and cost per prisoner 2017-18: supplementary information. Our investment includes the recruitment and training of over 3,500 new prison officers in the last two years which has increased our spending on prisons. This investment ensures prisoners have a genuine chance to turn their lives around and ultimately protects the public from crime.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4137", "label" : {"_value" : "Biography information for Rory Stewart"} } , "answeringMemberConstituency" : {"_value" : "Penrith and The Border"} , "answeringMemberPrinted" : {"_value" : "Rory Stewart"} , "dateOfAnswer" : {"_value" : "2018-11-05", "_datatype" : "dateTime"} , "groupedQuestionUIN" : [{"_value" : "185677"} , {"_value" : "185685"} , {"_value" : "185686"} ], "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-05T17:06:57.747Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2018-10-30", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Prisoners: Per Capita Costs"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, what estimate his Department has made of the cost per prison place of a prison built with (a) with private finance and (b) funds from the public purse.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4493", "label" : {"_value" : "Biography information for Richard Burgon"} } , "tablingMemberConstituency" : {"_value" : "Leeds East"} , "tablingMemberPrinted" : [{"_value" : "Richard Burgon"} ], "uin" : "185675"} , {"_about" : "http://data.parliament.uk/resources/997555", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/997555/answer", "answerText" : {"_value" : "

I am assured that he will take what action he feels appropriate at this stage to keep the process moving forward so that a restored Executive may be able to action this work swiftly.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1496", "label" : {"_value" : "Biography information for Shailesh Vara"} } , "answeringMemberConstituency" : {"_value" : "North West Cambridgeshire"} , "answeringMemberPrinted" : {"_value" : "Mr Shailesh Vara"} , "dateOfAnswer" : {"_value" : "2018-11-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-11-05T10:02:56.223Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "21"} , "answeringDeptShortName" : {"_value" : "Northern Ireland"} , "answeringDeptSortName" : {"_value" : "Northern Ireland"} , "date" : {"_value" : "2018-10-30", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Historical Institutional Abuse Inquiry"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Northern Ireland, in the continued absence of a functioning Northern Ireland Government, if she will meet with the Permanent Secretaries of the Northern Ireland Executive to discuss the implementation of the recommendations of the Hart Report of 20 January 2017 on compensation for victims and survivors of historical institutional abuse in Northern Ireland.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1409", "label" : {"_value" : "Biography information for Mr Gregory Campbell"} } , "tablingMemberConstituency" : {"_value" : "East Londonderry"} , "tablingMemberPrinted" : [{"_value" : "Mr Gregory Campbell"} ], "uin" : "185541"} , {"_about" : "http://data.parliament.uk/resources/997595", "AnsweringBody" : [{"_value" : "Department for International Trade"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/997595/answer", "answerText" : {"_value" : "
