The Government takes the enforcement of the National Minimum Wage (NMW) very seriously. HMRC review every complaint that is referred to them by the Pay and Work Rights Helpline. In addition, by collating and analysing data received from various sources, HMRC ensure targeted enforcement through robust risk assessment processes to identify employers across the United Kingdom who are more likely to be not paying NMW.<\/p>
<\/p>
The majority of employers identified as paying below National Minimum Wage will pay arrears on receipt of a formal Notice of Underpayment. Where they don\u2019t, we will pursue recovery through the civil courts.<\/p>
<\/p>
For deliberate non-compliance or obstructive behaviour, we investigate at a criminal level. This could include employers who abscond.<\/p>
<\/p>
The statistics requested on absconded employers are not available, and HMRC does not routinely collect statistics on falsification and obstruction of investigation.<\/p>
<\/p>
<\/p>
Of those employers prosecuted within the last five financial years, there were no incidences of previous underpayment of the National Minimum Wage. Employment Tribunals are the responsibility of HM Courts & Tribunals Service.<\/p>"}

The Joint Ministerial Task Force on Banking and Access to Finance, which I chair, has been encouraging greater Northern Ireland participation in UK-wide access to finance schemes.<\/p>
As reported in \u2018Building a Prosperous and United Community: One Year On\u2019<\/em>, UK Government schemes are having an increasing impact for businesses in Northern Ireland. The Enterprise Finance Guarantee Scheme delivered £5.1 million in 2013-14, an increase from the previous year and bringing total Northern Ireland funding from this scheme to £36.1 million. The Business Finance Partnership and Start-up Loans schemes have also delivered £2.4 million and £400,000 respectively in their first year in Northern Ireland. The Task Force will continue its work and will discuss the progress being made at its autumn meeting.<\/p>I recently took part in a series of discussions in Belfast with banks active in Northern Ireland to encourage them to take part in schemes supported by the Busines Bank and Invest NI.<\/p>

The Government recognises that tourism is vital for many coastal towns and an important part of the UK visitor economy. The 2013 Great Britain Tourism Survey estimated that day and overnight visits by British residents to the seaside brought £9.5bn of spending to coastal areas in 2013. Coastal towns also benefit from inbound visits. 2013 was a record year with 33m visits, resulting in £21bn of spend in the UK.<\/p>
