We recognise the benefits of diverting female offenders away from prison where appropriate.<\/p>

That is why we have committed to piloting Residential Women\u2019s Centres for women at risk of short custodial sentences, where they will be supported to address the underlying causes of their offending behaviour and to move-on to settled accommodation. The Prime Minister stated as part of the Ten Point Plan for a Green Industrial Revolution that the Government is committed to achieving net zero carbon emissions by 2050, and that the transition towards electric vehicles and the phase out of new petrol and diesel cars and vans will make a vital contribution to this.<\/p>

Through my Rt. Hon. Friend the Prime Minister\u2019s Ten Point Plan for a Green Industrial Revolution and our Energy White Paper we have set out concrete steps to build back greener from the pandemic and reach net zero emissions by 2050.<\/p>

<\/p>

The Ten Point Plan announced our ambitious target to quadruple the capacity of our offshore wind to deliver 40GW, including 1GW of floating offshore wind by 2030. To help deliver this, we announced in March that two new ports on the Humber and on Teesside will build the next generation of offshore wind projects \u2013part of an up to £95 million investment to boost the UK\u2019s world-leading industry and create 6,000 new jobs in the North. Alongside this, UK Government also launched the Offshore Wind Investment Programme on 22 February to support the delivery of manufacturing investment in the offshore wind supply chain across the whole of the UK.<\/p>

<\/p>

We have also announced that our next Contracts for Difference scheme to support the deployment of renewable energy will be held in December this year and will be our biggest auction to date \u2013 including a pot for established renewable technologies to ensure technologies such as onshore wind and solar can play their full role in meeting net zero.<\/p>

Meanwhile, we are investing £320m to accelerate the growth of the UK heat networks market through the Heat Networks Investment Project and are preparing to launch the Green Heat Network Fund in April 2022. A new Clean Heat grant scheme will also support the deployment of heat pumps and, in limited circumstances, biomass boilers. Further information will be set out in the Government response to the consultation later this year and the scheme is due to open in April 2022. The Green Gas Support Scheme is due to launch in autumn this year and aims to increase the proportion of green gas in the grid. Fraudsters are sophisticated and will exploit any vulnerabilities they can, especially as more of us find ourselves at home and online.<\/p>

The Government recognises the serious risks presented by scams and fraud and the huge financial and emotional impact they can have on victims. We are working collaboratively with law enforcement and the private sector to reaffirm messages to consumers setting out how they can protect themselves from fraud and scams.<\/p>

We know one of the best ways to deal with these crimes is for consumers to be well-informed on how to protect themselves. That is why we published guidance on how to spot potential frauds and the steps to take to avoid them. This advice can be accessed at:<\/p>

We have also been working closely alongside the National Cyber Security Centre (NCSC) who launched their Suspicious Email Reporting Service last year. This system has proved an instant success with the public, with over 6.1 million reports received and the removal of over 45,000 scams and 90,000 websites taken down since its inception in April 2020.<\/p>

Action Fraud is the national reporting centre for fraud and also for cyber crime. They also take information reports on attempted frauds. Reports received by Action Fraud are considered by the National Fraud Intelligence Bureau (NFIB), both of which are operated by the City of London Police, which is the UK\u2019s lead force for fraud.<\/p>

Data matching allows reports from different parts of the country to be linked through analysis, identifying the criminals behind the frauds. Reports are sent to local police forces and law enforcement agencies for investigation, and bank accounts, websites and phone numbers used by fraudsters can be taken down.<\/p>

A benefit of having a centralised reporting system is trends can be identified and action taken to address these threats, including scams relating to financial services. Not every report results in an investigation, but every report helps to build a clearer picture of the threat. This contributes to making the UK a more hostile place for fraudsters to operate in and helps to keep other potential victims safe.<\/p>

Regulation also plays an important part in reducing the risk of fraud to consumers. As part of the Financial Conduct Authority\u2019s (FCA) responsibility to ensure the integrity of UK financial markets, the FCA requires all authorised firms to have systems and controls in place to mitigate the risk of them being used to commit financial crime. Whilst the police have primary responsibility for investigating fraud, the FCA has powers to take a variety of enforcement action against firms which carry out fraudulent activity. We are aware that some leaseholders are finding their buildings insurance premiums are increasing, or insurance is unobtainable, where their block has building safety concerns.<\/p>

Ministers have met with senior representatives from the largest insurance companies. Ministers encouraged insurers to take a proportionate approach to risk and requested market solutions to address the issue. One of the largest insurers has recently stepped into this market.<\/p>

The Government has provided an unprecedented investment of £5 billion to protect leaseholders from the costs of cladding remediation and ensure no leaseholder will ever pay more than £50 a month to remove cladding, as part of a new Government-backed scheme.<\/p>

The Department\u2019s goal continues to be supporting children and young people to attend face-to-face education, and to reverse the long-term impact of the COVID-19 outbreak on their education, wellbeing and wider development. That is why the Government has prioritised education as it works through the steps of the roadmap to ease restrictions.<\/p>

As the COVID-19 outbreak progresses, it remains important that the Government is able to respond to the evolving public health situation. Depending on COVID-19 measures in place at the time, and subject to Step 4 of the roadmap commencing on the revised date of 19 July, there may be a need for regional or local safety measures to help limit the spread of COVID-19, which could have an impact on education and childcare in the coming months. Given the impact that restrictions on education can have on children and young people, any measures in schools should only ever be considered as a last resort, kept to the minimum number of schools or groups possible, and for the shortest amount of time possible. Any restrictions on attendance should only ever be considered as a last resort and should involve a ministerial decision.<\/p>

Central Government may offer local areas of particular concern an enhanced response package to help limit increases in transmission. In enhanced response areas, Directors of Public Health may recommend some additional measures in any schools or nurseries.<\/p>

These measures are detailed within the contingency framework for education and childcare, which describes how schools and nurseries should plan for spikes in infection in their local areas.
