The government currently provides funding for adult learners aged 19 and over to undertake British Sign Language (BSL) qualifications through the Adult Education Budget (AEB), up to and including level 2. BSL forms part of the flexible local offer (non-statutory) and qualifications are either fully funded (if the learner is unemployed or participating in the low wage trial) or co-funded depending on the age, prior achievement and employment status of the learner. BSL qualifications at level 3 and above can be funded through an Advanced Learner Loan.<\/p>

We have not undertaken any recent assessment of the impact of costs on learners looking to participate in BSL courses, therefore we are unable provide a formal assessment of the impacts of cost on participation levels. However, the department publishes the National Aims Report showing the number of further education and skills enrolments by individual learning aim, broken down by different type of provision including BSL aims. Only aims with 50 or more enrolments per year are included in this report. From the start of the 2019/20 academic year approximately 50% of the AEB will be devolved to 6 Mayoral Combined Authorities (MCAs) and delegated to the Mayor of London acting through the Greater London Authority (GLA). The Government is committed to working with the business community to create more inclusive workplaces from the shop floor to the boardroom. The Government has commissioned and supports several business-led, independent reviews on promoting diversity, including the Hampton-Alexander Review to increase the representation of women on boards and in senior leadership positions in FTSE 350 companies to 33% by 2020 and the Parker Review to increase the ethnic diversity of FTSE 350 boards by 2024.<\/p>

These reviews form part of the Government\u2019s modern Industrial Strategy which aims to build an economy that works for all.<\/p>

We already offer every Service leaver assistance with their transition when they leave us, through our Armed Forces' resettlement provision and the Career Transition Partnership. However, for a small proportion who still face problems, it is right to offer additional support.<\/p>

We are introducing a new holistic transition policy relating to the significant life changing processes which affect both the Service person and their immediate family through the entire time they are within or connected to the Armed Forces, through to discharge and beyond. This is to support successful transition into civilian life.<\/p>

In conjunction with this new policy, we are creating a new organisation to deliver further support to those Service leavers who face the greatest challenges to making a successful transition when they leave the Armed Forces. The delivery of the Armed Forces Covenant remains a cross-Government priority and a nationwide commitment to ensure those who serve and have served, and their families, are not disadvantaged, and that special provision may be appropriate for those who have sacrificed the most.<\/p>

The Armed Forces Covenant's Annual Report is available at this link (https://www.gov.uk/government/publications/armed-forces-covenant-annual-report-and-summary-2018) and sets out the major annual achievements of the Armed Forces Covenant across the UK and highlights remaining challenges and new commitments.<\/p>

Strategic direction and oversight has been improved by the creation of the Armed Forces Covenant and Veterans Board, held biannually and chaired by the Secretary of State for Defence and the Chancellor of the Duchy of Lancaster on behalf of the Prime Minister, with Ministerial representation from the relevant Departments and the Devolved Administrations.<\/p>

Alongside the Covenant and Veterans Board and the Annual Report to Parliament, governance arrangements include independent scrutiny and challenge from the Service charities and military Family Federations, performance metrics, and quarterly meetings of the Covenant Reference Group, co-chaired at Director-General level by Cabinet Office and the Ministry of Defence.<\/p>

Through the sharing of good practice, the overall outcomes for the Armed Forces community are improving. The health and safety of our staff and those in our care remains our top priority. Risks to staff are continually assessed, and suitable controls are implemented accordingly. The effectiveness of those controls is monitored at local and national level, and through joint audit work with prison unions.<\/p>

HMPPS recognises that the physical, emotional and social wellbeing of employees is paramount. All HMPPS staff have access to an occupational health service and employee assistance programme. This includes 24 hour, 365 days a year access to signposting and counselling, and trauma support services.<\/p>

It is a priority to ensure that prisons are places of safety and reform and the government has invested an additional £70 million investment in safety, security and decency. The Ministry of Justice provides funding to specialist sexual violence services to support victims to cope and, where possible, recover from the impact of crime. We awarded increased funding to services in April this year and made a commitment of £24m over three years. This funding is reaching 96 rape support centres across England and Wales, ensuring specialist provision in each of the country\u2019s 42 Police and Crime Commissioner areas.<\/p>

We provide £306,849 funding for helplines and online services to ensure that all victims, regardless of location, can access support.<\/p>

Services in receipt of Ministry of Justice grant funding are expected to understand and respond to the specific needs of victims in their area. This includes the provision of services tailored to victims that may face additional barriers, such as BAME groups, to accessing support.<\/p>

Victims may also access Sexual Assault Referral Centres (SARCs). There are 47 SARCs in England who carry out forensic medical examinations and offer counselling services. NHS England Investment in SARCs will increase to £35m by 2020. Victims may also access NHS mental health services.<\/p>

The National Health Service employs record numbers of dedicated NHS staff that work tirelessly to make sure patients get excellent, safe care. There are over 51,900 more professionally qualified clinical staff, over 16,500 more doctors and almost 10,500 more nurses, midwives and health visitors working in NHS trusts and clinical commissioning groups than in 2010.<\/p>

In October 2018 the Government published Action Against Hate: the Government\u2019s plan for tackling hate crime \u2013 two years on. Two key themes of the action plan are encouraging reporting and increasing support to victims.<\/p>

The Action Plan includes a number of commitments that are addressing all forms of hate crime, including a review of hate crime legislation by the Law Commission which commenced earlier this year, a public awareness campaign which has run twice, and the current Online Harms White Paper con-sultation.<\/p>

There are also a number of specific commitments addressing homophobic, biphobic and transphobic hate crime, which have been informed by the Government\u2019s 2018 LGBT Action Plan.
