The Department for Transport announced on 31 January 2019 it was allocating £22.9 million for research and trials on new surface materials for pothole repair. This includes providing £1.6 million to extend an existing trial of the use of plastic roads in Cumbria which is being taken forward by Cumbria County Council, as local highway authority.<\/p>

As part of this trial, research into both the technology and the environmental impacts of using such materials will be undertaken by Gaist Ltd, the University of Nottingham, the University of Central Lancashire, the University of the Sunshine Coast in Australia, and the University of California, USA.<\/p>

Under section 75 of the Marine and Coastal Access Act, certain activities by a harbour authority (or on behalf of one), within their area, are exempt from requiring a marine licence if they have a local act or a harbour order (the Ramsgate Corporation Act 1934 is the relevant local act in this case).<\/p>
<\/p>
As a result of the dredging activity, referenced within the answer provided on 15 January 2019 to Question 207205, no arisings are being physically excavated during the dredging work and there is no material which requires disposal. The Marine Management Organisation (MMO) has not therefore granted a licence for the specific works being undertaken.<\/p>
<\/p>
The MMO did issue a separate marine licence (L/2016/00086/2) on 18 March 2016 for ongoing maintenance and navigational dredging to the Port of Ramsgate which licences activity at the port until 2026.<\/p>

The NHS Long Term Plan sets out a continued focus on improving specialist services to build on this. It makes a commitment that expenditure on children and young people\u2019s mental health services will grow faster than overall NHS spending and sets out plans to increase access to treatment.<\/p> This provision will include new Mental Health Support Teams working in or near schools and colleges to provide earlier access to a wider range of support and treatments. The first of these teams will be set up this year in 25 trailblazer areas that will test how they can work in practice. The aim is to cover a fifth to a quarter of England by 2023.<\/p> To support schools to engage with specialist support, the Government will fund the training of a designated senior lead in every school on how to put in place a whole school approach to mental health and wellbeing.<\/p>"}
