The Government is listening to concerns raised by doctors that pension tax charges are driving decisions to retire early or limit their National Health Service commitments, and has incorporated the views of the British Medical Association (BMA) and other key stakeholders into the consultation \u2018NHS Pension Scheme: proposed flexibility\u2019.<\/p>

The consultation sets out a potential 50:50 option, offering 50% pension accrual and halved contributions. As part of the five-year general practitioner contract announced earlier this year, the BMA and NHS England asked the Government to consider introducing a 50:50 option as an appropriate flexibility, and the BMA have welcomed this as a step in the right direction.<\/p>

The consultation period is an opportunity to listen to a range of views before reaching a final position that works for both staff and taxpayers. NHS England has paused the recruitment for the clinical genetics clinical reference group to ensure the right advisory groups are in place to provide clinical advice across the breadth and depth of the future NHS Genomic Medicine Service.<\/p>

These new arrangements will need consider clinical genetics and genetic counselling, but also wider implications of genomics for the National Health Service. Any future arrangements will have appropriate representation, including patient and public voices.<\/p>

NHS England is progressing the clinical commissioning policy for Preimplantation Genetic Diagnosis (PGD). This work will include assessment of the treatment pathways for existing PGD services and consideration of the ethical issues. The Requirements for School Food Regulations (2014), which came into force in January 2015, regulates the food and drink provided at both lunchtime and at other times of the school day. Beyond this, we believe that headteachers, school governors and caterers are best placed to make decisions about their school food policies, taking into account local circumstances and the needs of their pupils. In doing so, we expect schools to make reasonable adjustments for pupils with particular requirements, for example to reflect dietary and cultural needs. We were disappointed that this matter was referred to the International Court of Justice, contrary to the principle that the Court should not consider bilateral disputes without the consent of both States concerned. We are aware of the Mauritian Government's proposal to organise a visit to the British Indian Ocean Territory (BIOT). We urge Mauritius to reconsider. Any unauthorised visit to BIOT will be treated with the utmost seriousness. The UK Government, as the sovereign authority, will continue to progress an expanded programme of UK-arranged visits to the British Indian Ocean Territory for Chagossians: five visits have taken place so far with 76 Chagossians each spending a week visiting the Territory. The government has previously consulted and legislated on the policy for a cap of £95,000 on exit payments in the public sector. The consultation published on 10 April 2019 sought views on the draft regulations to implement this policy. An impact assessment was conducted and published in the 2016 consultation ahead of the primary legislation. Following the current consultation, a further equalities assessment will be conducted on the final version of the legislation.<\/p>

The government believes it is right to include all payments related to exit within the cap. The cap does not affect any pension that a person has earned through their years of service or have any impact on accrued pension rights. Instead the cap ensures that any additional contribution to that pension made by the employer to fund early access to a pension is limited to no more than £95,000, on account these costs are ultimately funded by the taxpayer.<\/p>

We accept that there will be some circumstances where it will be necessary or desirable to relax the cap. As such, a waiver system will be in place for use in exceptional situations, including where imposing the cap would cause genuine hardship.<\/p>

At the request of the Trade Union Congress (TUC), HM Treasury officials met with the TUC and their members during the consultation period.
